- THIS IS A PRE-SOLICITATION NOTICE PROVIDED FOR INFORMATIONAL PURPOSES ONLY; THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS WHO MEET THE TOTAL SMALL BUSINESS REQUIREMENTS. This is a Pre-Solicitation Notice for a Total Small Business Set-Aside for a Multiple Award Contract in support of the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth, Texas. Please note that this Pre-Solicitation notification informs the Small Business community a solicitation will be forthcoming and open to interested Small Business vendors who shall submit a proposal to be evaluated for a contract award. Questions pertaining to the project will be submitted to ProjNet. https://www.projnet.org/projnet/ The Bidder Inquiry Key number will be available when the solicitation is posted. PRIMARY INTERESTED VENDORS: Interested Vendors must register through the Interested Vendors quote mark Tab under this pre-solicitation notice to receive notice when the Solicitation is posted. On or about 24 June 2013, the US Army Corps of Engineers (USACE), Fort Worth District will advertise a Request for Proposal (RFP) for a Southwestern Division (SWD) and Fort Worth District (SWF) Small Business Set-Aside Firm Fixed-Price Multiple Award Task Order Contract (MATOC) for up to three contracts, for Cultural Resource Services in support of military and civil works projects and projects with other federal agencies. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date in the solicitation. The North American Industrial Classification System (NAICS) Code applicable to this project is 541620, Environmental Consulting Services, a corresponding Standard Industrial Code (SIC) of 8999, a Classification Code of R499, and a business size standard of $14 million. Distribution of the RFP documents will be made strictly through the Internet. There will be no printed or compact disk copies distributed to contractors. Additionally, the Government will notify contractors of amendments to the RFP by posting them on Federal Business Opportunity (FedBizOps) website. The website that will display the above referenced solicitation and all subsequent amendments is http://www.fbo.gov/. Contractors are responsible for checking the website for any posted changes to the solicitation. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. The SAM Internet address is https://www.sam.gov/portal/public/SAM/. The resulting contracts will be negotiated and awarded with a base contract period of one year and two one-year option periods with a total value of an estimated amount of $20,000,000.00. The minimum guaranteed amount of the contract is $3,000.00. The estimated minimum award per task order is $3,000.00 and the estimated maximum award amount per task order is $5 million. All services required under these contracts shall be described in an individual scope of work which may include, but not necessarily be limited to the following types of tasks: Phase I - Inventory of Cultural Resources, to include a records search, field survey, and written report; Phase II - Evaluation of Cultural Resources to determine whether a cultural resource is significant, and if significance is established, Phase III - Treatment of Impacted, Significant Cultural Resources. Other required services may include historic archaeological and historic period research and documentation, Government archeological/cultural resources, Geographic Information System (GIS) cultural work, and cultural resources mapping. Some work may require attending public meetings, and coordinating with Federally recognized Native American tribes, Federal, state, and local agencies. This will be a performance-based procurement. Specific outcomes will be defined and monitored under each task order. All respondents are reminded that at least fifty (50) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting Award will be based on the Best Value to the Government, price and other factors considered.
