Description

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 2, 113 Holland Avenue, Albany, New York 12208-3410, intends to enter into a contract on the basis of other than full and open competition in accordance with FAR 6.302-1(a)(2) due to having only one responsible source that can provide required services for an online diagnosis and treatment database with UPTODATE, Inc. The emphasis is on internal medicine and internal medicine subspecialties including cardiology, dermatology, sleep medicine, emergency medicine, endocrinology, rheumatology, gynecology, infectious disease, oncology, gastroenterology, hematology, and hospital medicine. The database must be available online and authenticated by IP address. No substitutes will be accepted due to the fact these sources are used on an ongoing means for the staff to perform their necessary studies. The North American Industrial Classification System (NAICS) code for this requirement is 519130, with a corresponding small business size standard of 500 employees. The estimated date of award for this action is November 1, 2013. The intent is to award a sole source, firm fixed price (FFP) contract. This notice is not a request for proposal and no solicitation will be issued. All responsible parties that believe it can provide the stated services should provide supporting documents demonstrating their capability and specifications. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses received will be used for future acquisitions. Responses must be submitted by July 3, 2013 at 2:00 p.m. EST.
