NSN Conversion List 19 June 2013 Update: Revised Language SOURCES SOUGHT SOURCES SOUGHT SYNOPSIS: Solicitation Number: FA8232-13-R-3030 Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: FMS countries require the direct replacement of F-16 Model B, C, and D nose landing gear extend/retract actuators. This will require the disassembly, overhaul, re-assembly and test of nose landing gear extend/retract actuators and nose landing gear door actuators. The contractor shall furnish all facilities, parts, materials, data equipment, and services required to disassemble, overhaul, re-assemble and test each item. The contractor shall also be required to disassemble, completely overhaul/update, re-assemble the actuators in accordance with an ISO 9001:2000 compliant (or equivalent) quality management system. The contractor will be responsible for determining if it has access to enough technical data to perform acceptance testing. The functional capabilities for which the end item was designed shall not be changed, modified, or altered unless such changes are directed by a revision to the specification and authorized in writing by the CO. Interested sources should respond to this RFI and describe your technical approach for accomplishing this requirement. Your response should include a description of your past five (5) years experience with the F-16 and identify any major cost, schedule, and risk drivers associated with your technical approach. Any cost information provided in response to this RFI will not be binding. Your response should also identify your small business status for the above identified NAICS code. Also, please identify if you anticipate using teaming arrangements along with a breakout of the work to be accomplished by the prime and each team member. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information requested except as an allowable indirect cost under other contracts as provided in FAR 31.205-18, Bid and Proposal Costs. It is anticipated all information received in response to this RFI will be unclassified. All data received in response to this RFI marked or designated as company private or proprietary information will be fully protected from release outside the Government. Respondents will not be notified of the results of the Government's review or their submission. Interested parties must respond in writing. Your response to this request must be submitted no later than 12 July 2013, addressed to Neil S. Amaral via e-mail (neil.amaral@hill.af.mil).
