- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only request for quote; quotes are being requested and a written solicitation will not be issued. The title for this request is ?Aerodynamic Components for Use on Heavy-Duty Combination Vehicles.? This title shall be referenced in any quotation. The request for quote document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The U.S. Environmental Protection Agency?s (EPA) is requesting potential vendors, in order to competitively award a firm-fixed price Purchase Order. The Office of Transportation and Air Quality (OTAQ) is seeking a vendor to evaluate the performance of aerodynamic components designed for use on heavy-duty combination tractor-trailer vehicles using industry accepted practices. The work will be used in conjunction with data collected under a previous EPA wind tunnel testing requirement. This combined effort will not only produce data for the aerodynamic devices tested but will support the potential development of the U.S. Environmental Protection Agency (EPA) wind tunnel test protocols that could be used for purposes of EPA?s voluntary programs to reduce emissions and fuel consumption in on-road, long-haul, freight movement. This test data and potential protocol will support cross-correlation of wind tunnel testing to other common aerodynamic methods used in the heavy-duty on-road, vehicle industry. Under the Statement of Work, a study of wind tunnel characteristics and accompanying white paper will be provided to suppor t the development of a potential protocol. Any firm believing itself to be capable of meeting this requirement, as stated within the synopsis solicitation and the Statement of Work, may submit a quote, which, if received by the response date of this announcement, will be considered. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database in accordance with FAR 4.11. A Statement of Work and Quote Submission Instructions is provided as an attachment. The deadline for questions to be submitted by email to the Contracting Officer, Ben Shih, is 4:00 pm, EST, June 27, 2013.
