Description
The United States Marshals Service (USMS), on behalf of the Northern Indiana District, intends to procure services for Guard Services - Medical Transport. This is a market survey / sources sought for informational purposes only, and shall not be construed as a Request for Proposal. Currently, there is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. Only Small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS code 561612 with a size standard of $19.0 are encouraged to submit their capability packages outlining their experience in providing the requested services in accordance to the following general specifications. The Contractor shall provide qualified Unarmed and Armed Detention Officers as well as caged vehicles/vans used to transport the prisoners as required by the United States Marshals Service (USMS), for the Northern District of Indiana. The Contractor shall furnish the necessary security personnel to provide for the protection and safekeeping of persons held under the authority of any United States statute, including the detention of persons who are non-resident or non-citizens of the United States to include the following: 1.) Guarding Federal prisoners confined to a medical facility for treatment. 2.) Transporting/escorting Federal prisoners to and from local medical facilities for evaluation and treatment by physicians. 3.) Transporting/escorting Federal prisoners to and from physician's office or for treatment, tests, etc. 4.) Transporting/escorting Federal prisoners between Federal and non-Federal detention facilities (hereinafter referred to as detention facilities) and the Federal Courthouse for appearance or meetings before the Grand Jury, the Court or US Attorney, etc. 5.) Transporting/escorting Federal prisoners between detention facilities. 6.) Providing guard services within Federal Courthouse, Federal buildings, and the USMS cellblock areas. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10:00 am EST, 29 June 2013, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date, or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. Interested small business capability packages must be submitted by email to the POC identified below not later than 10:00 am EST, 29 June 2013. Contractors are responsible for all costs for submitting their capability packages. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email to the POC, Andrea Montgomery, andrea.montgomery@usdoj.gov. or Curtis Davis, curtis.davis2@usdoj.gov. No other synopsis will be posted for this requirement.
