- The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for marketing purposes only, to establish a list of qualified companies who may be interested in submitting a proposal to perform design-bid -build construction for the Dahla Dam Improvement Project Phase 2- Dam Rise located on the Arghandab River in Kandahar Province, Afghanistan. Rehabilitation of the gate system and outlet works is currently being performed under Phase 1 of the Dahla Dam Improvement Project. Phase 2 of the project consists of raising the dam and spillway eight meters to increase reservoir storage. The dam raise component of the project consists of raising the main dam embankment and six saddle dams by eight meters. Both the main dam and saddle dam raises will be earth fill. The total fill volume for the main dam will be approximately 1 million cubic meters, and the total fill volume for the six saddle dams will be approximately 1.1 million cubic meters. All fill material is to be obtained from borrow areas within approximately eight kilometers of the main dam. Construction of the main dam embankment raise will require coordination with the Phase 1 contractor. The dam currently has two ungated overflow spillways. The spillway raise component of the project consists of closing one spillway by construction of an additional saddle dam. The remaining spillway will be widened and raised eight meters using roller compacted concrete with a cast-in-place concrete crest structure. The required quantity of roller compacted concrete will be approximately 40,000 cubic meters, and the required quantity of cast-in-place concrete will be approximately 5,000 cubic meters. The Contractor will be required to provide all logistical support and personnel and site security throughout construction. If a solicitation is released at a later date, a Firm-Fixed-Price contract type is being considered. The Period of Performance is anticipated to be 1,155 days. A. Only those companies who respond with a complete Capabilities Statement shall be considered for inclusion in the limited competition. Please be advised that in order to be eligible for contract award with USACE, your company must be registered in both the Joint Contingency Contracting System (JCCS) and the System for Award Management (SAM) systems. It is recommended that you take the necessary steps now to ensure that your company is registered in both of these systems. JCCS is the primary system for host nation vendor vetting for CENTCOM. Effective 01 October 2011, offerors for all USACE solicitations shall be JCCS registered. Information on JCCS registration is available at: https://www.jccs.gov/olvr/bta_jccs_default.aspx. The System for Award Management (SAM) replaced Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) in July 2012. SAM combined the capabilities and data of these systems together, streamlining processes and simplifying access to information.
