Description
Questions & Answers Document 19 June **Amendment No. 1 dated 19 June is to post a Questions & Answers document from the site visit conducted on 18 June.** Market research is being conducted to identify capable offerors to provide conceptual design layouts, graphic design, project management and installation of a history/time line exhibit at the Air Force Research Lab in Rome, NY. This requirement consists of the following tasks. For specifics reference the attached Performance Work Statement (PWS). -Present a design concept in accordance with the style, size and scope of the existing exhibit with continuity for approximately 10 to 15 feet of wall space. -Produce approximately 8'x15' of printed wall vinyl murals applied directly to the walls. These are to include text blocks, dropped in images, open text captions to match the style of the existing exhibit. Size and number of murals will be determined from the conceptual design. -Fabricate timeline program plaques including standoff graphics from government provided photographs, illustrations and text Note that this Request for Information is for planning purposes only. The applicable NAICS code is 541430 with an associated small business size standard of $7M average annual revenue. The information obtained from responses to this notice may be used to develop an acquisition strategy and future solicitation. The Air Force is considering whether to set aside this Firm Fixed Price (FFP) acquisition for competitive small business concerns. A site visit is highly encouraged and will be conducted 10 AM (ET) Tuesday June 18, 2013. Offerors must complete the attached Site Visit Reservation form (Attachment No. 2) to attend. The reservation form must be submitted per the directions on the form, by 10 AM (ET) Monday June, 17 2013. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of attending the site visit. All interested offerors are invited to attend the site visit and respond to this RFI by submitting a market research/informational quote. Responses should be organized as follows: 1. Preliminary pricing and design. 2. Positive statement of intent to submit a quote for this solicitation as a prime contractor. Include a description of how the 50% requirement would be met. Describe how anticipated subcontractors, if any, would be selected and which functional areas they would be responsible for. 3. Past Performance information for contracts within the previous 3 years for efforts relevant in terms of scope and magnitude to this requirement. Please include contract/project numbers, current points of contact with telephone numbers and email, a brief contract/project description, and any other relevant information. 4. Documentation of current 8(a), HUBZone SB, SDVOSB, or SB status such as SBA certification letter or other evidence. (For more information on the definition or requirements, refer to http://www.sba.gov). Offerors that meet the requirements described in this announcement are invited to submit their responses to the attention of Jenna Tarbania, Contracting Officer (jenna.tarbania@rl.af.mil). Responses must be sent by email. All information must be received before 3:00 PM ET Wednesday 26 June 2013 to be considered. If a solicitation for this requirement is issued, in order to receive a contract award, the successful offeror must be actively registered in www.SAM.gov and Wide Area Workflow (WAWF - https://wawf.eb.mil). This Request for Information (RFI) is not a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this RFI is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses or the Government's use of such information.
