- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation R13PS80308 is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. (iv) This is a 100% small business set aside. The applicable NAICS is 518210 and the associated size standard is $25 million. (v) A list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable). CLIN 0001IT Splunk Operation and Maintenance Support Quantity=11 Unit of Issue=WK (Remote) CLIN 0002IT Splunk Operation and Maintenance Support Quantity=1 Unit of Issue=WK (onsite) CLIN 0003 IT Splunk Operation and Maintenance Support Quantity=11 Unit of Issue=WK (Remote) Option Year 1 CLIN 0004IT Splunk Operation and Maintenance Support Quantity=1 Unit of Issue=WK (Onsite) Option Year 1 CLIN 0005 IT Splunk Operation and Maintenance Support Quantity=11 Unit of Issue=WK (Remote) Option Year 2 CLIN 0006IT Splunk Operation and Maintenance Support Quantity=1 Unit of Issue=WK (Onsite) Option Year 2 (vi) Description of requirements for the items to be acquired.-The Reclamation Information Technology (IT) Services Division, located at the Denver Federal Center, Denver, CO operates Splunk as the primary IT administration and security tool to collect, search, report, monitor and analyze real-time and historical data on all IT resources to automate application and server trouble-shooting, determine causes of failures and support security incident investigations. Copies of complete Performance Work Statement (PWS) and list of all applications operated by the Bureau of Reclamation available upon request. Contact POC listed at paragraph (xvi). (vii) Date(s) and place(s) of delivery and acceptance and FOB point.- Period of performance to be 12 months from date of contract award plus two (2) twelve month option periods. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors must submit a single volume proposal which includes a technical proposal, past performance information, and a firm fixed price offer. Technical proposals must demonstrate capability, therefore, do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. (ix) The provision at 52.212-2, Evaluation -- Commercial Items Applies to this acquisition. The following factors, listed in descending order of importance, shall be used to evaluate offers: 1) Technical Experience and Approach - The Offeror's proposal will be evaluated to the extent the offeror's demonstrated experience and proposed technical approach addresses all contract objectives and constraints and represents a realistic and sound approach to meeting the requirement objectives. 2) Past Performance - Past performance evaluation will focus on the quality of recent and relevant previous work produced by the offeror. 3) Price - Price will be evaluated for price fair and reasonableness Technical and past performance, when combined, are significantly more important when compared to price. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable price. The Government reserves the right to make an award to other than the lowest-priced schedule contractor if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. (x) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, is applicable but see Para (xiii). (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition, including the following; b(12), b(23), b(26), b(27), b(28), b(29), b(31), b(38),b(47). (xiii) The clause at 52.217-8, Option to extend services is applicable. The clause at 52.217-9, Option to extend the term of the contract is applicable. In order to be eligible for award, offerors must be registered, and have their Representations and Certifications uploaded, in the System for Award Management at www.sam.gov. (xiv) Defense Priorities and Allocations System (DPAS) is not applicable. (xv) Offers shall be submitted electronically via email to Marcus L Johnson at mjohnson@usbr.gov and are due July 10, 2013 by 12:00 PM MDT.
