- The solicitation is canceled and will be re-issued using full and open competition procedures. A complete data package is now available. First Article Testing will be required for sources not alreasdy waived, the solicitation FAT clause will provide full details. The new solicitation will be available on DIBBS in about 10 days and will have a new RFP or "SPE" identification number. The NSN and PR numbers remain unchanged. NSN 5960-01-444-1216, Headset Adapter, PR 0049537088: Purchased in accordance with currently approved cage 0B107 L-3 Insight Technology P/N MND-150. Firm fixed contract anticipated for a quantity of 20575 each, to include price breaks up to 25, 000 each. Provision 52.217-9002 applies. The government does not have complete unrestricted data for competitive distribution. Drawings appearing on the item description are for reference only. Inspection/Acceptance is at Origin. Phased delivery at a rate of 2000 in 126 days then 4000 per month until completed. Ship FOB destination, to New Cumberland, PA 17070. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The solicitation is not set aside for small business. "The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307." This solicitation is an RFP and will be available at https://www.dibbs.bsm.dla.mil on its issue date of June 19, 2013. If interested parties attempt to download prior to the issuance date, an error message will appear. Solicitation must be downloaded from the internet site above. This solicitation is unrestricted (not set aside for small business).
