Description
Past Performance Questionnaire (PPQ) Evaluations of Commercial Items Instructions to Offerors Specification Solicitation 19 June 2013: Posting Solicitation and four attachments. All questions must be submitted in writing to the Contract Specialist identified below. This requirement is a Small Business Set-Aside under NAICS 332410 with a size standard of 500 employees. All offerors and manufacturers must be small businesses, as the Small Business Administration has not waived the Non-Manufacturer Rule. Register with System for Award Management at www.SAM.gov prior to submission of proposal. This is a Past Performance-Price Tradeoff with Technical Proposal. Please see Attachment 2, Instructions to Offerors and Attachment 3, Evaluations for further details. ************************** Arnold Engineering Development Complex (AEDC), Arnold AFB TN has a requirement for the design, manufacture, test, acceptance, and delivery of a shell and tube heat exchanger. Contractor shall ship all items FOB Destination to Arnold AFB, TN and all prices must include these shipping charges. The anticipated period of performance is 200 calendar days after receipt of order. This procurement will be solicited as Small Business Set-Aside under NAICS code 332410 with a small business size standard of 500 employees. The successful offeror must be register in System for Award Management (www.SAM.gov) in accordance with FAR 52.204-99. The Request for Proposal (RFP) will be available on or about 31 May 2013. The RFP will only be available electronically on the Federal Business Opportunities (FBO) website. Please register as a source to be notified of RFP amendments, etc. It is the responsibility of the vendor (even those registered as a source) to check the FBO website frequently to ensure they have all available information. AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsman, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edwards AFB, CA 93524-3784, Phone Number (661) 277-2810, Facsimile Number (661) 277-7593. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU or ARISRA level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
