Description
It is the intent of the National Library of Medicine to modify an existing purchase order with Interactive Drama Inc, 7900 Wisconsin Avenue STE 200, Bethesda, Md., 20814 under authority of FAR 6.302, for "Dialogues in Science" project. Vendors may identify in writing their interest and capability in response to this requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However all responses received no later than the closing date of this announcement will be considered by the government. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NLM had a need for a vendor to create and maintain virtual dialogue programs featuring experts who have made profound and lasting contributions to biomedical research and public health. Through competition procedures the NLM awarded order HHSN-276-2009-00290P to vendor Interactive Drama Inc. (IDI) in 2009 to do so. Several of the featured experts are recipients of the Nobel Prize and many have been inducted into the NLM Profiles in Science program. At present, 15 virtual dialogue programs comprise the Dialogues in Science series. The Dialogues in Science series currently resides on a single computer kiosk in the NLM Visitors Center at the Lister Hill Center. This is the only place where these experts are available for direct conversations with the public about their lives and achievements. The programs are demonstrated by NLM personnel to thousands of visitors who pass through the Center each year. Contract HHSN276200900290P with Interactive Drama Inc. (IDI) is now in its fourth and final year. In efforts to bring this effort to a conclusion NLM has the intent to modify this purchase order to cover the transition of the "Dialogues in Science" system to an NLM server where NLM will manage it. "Dialogues in Science" was managed by the Interactive Drama Inc. (IDI) proprietary Conversim software system which is protected by several U.S. patents owned by IDI. Conversim cannot be purchased so this project cannot be completed by another source. This modification will cover the migration of the "Dialogues in Science" system to an NLM server where NLM will manage it. "Dialogues in Science" is the result of an ongoing research and development effort of the Conversim software system. One of the improvements made to the Conversim software system is the ability to deliver the "Dialogues in Science" programs to any computer over the internet. This modification will insure a deliverable series of "Dialogues in Science" programs which make use of the latest enhancements to Conversim, are Title 508 compliant and are stable enough for them to be run publically over the internet through the NLM web site. In order to close out this purchase order a software migration to an NLM Web server will be required. This will allow the ending of the current arrangement where the programs are run from and are dependent on IDI's Web server. The existing 15 "Dialogues in Science" programs are at various revision levels with respect to the underlying Conversim software system. These 15 programs need to be brought to the same current level of the Conversim software system including the internet delivery features. The series then needs migration to an NLM Web server for world-wide open access. The NLM is looking to complete the task of installing the new Internet delivery capability for 15 Virtual Conversation programs that compromise the "Dialogues in Science" series in the NLM Visitors Center. Several of these programs are now being delivered over the Internet from IDI's Web server. This capability needs to be extended to all 15 programs and the migration and testing of all 15 programs to an NLM Web server. The programs can then be delivered to the NLM Visitors Center to any interested person via NLM's Public Web Site. This is not a Request for Proposals (RFP), nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically by 12:00 noon EST on Friday, June 28, 2013 to ryan.singletary@nih.gov.
