- Stanadard Form 330 - Architect-Engineer Qualifications Part I and II Specificaiton/Work Statetment CONTRACT INFORMATION: The USDA Natural Resources Conservation Service (NRCS) in New York requires the services of licensed land surveyors for the performance of legal boundary surveys for the Wetlands Reserve Program (WRP) and other conservation program easements. This acquisition is being conducted in accordance with the Brooks Acts, FAR Subpart 36.6 (Architect-Engineering Services) and is being set aside for small business. The designated industry group for this acquisition is NAICS code 541370 [Surveying and Mapping (except Geophysical) Services] which has a size standard of $14 million. This office intends to make a multiple award of three (3) contracts as a result of this notice, one with a different vendor for each of the following geographic areas. No vendor will be awarded more than one area, but vendors may specify the area number(s) and priority for which they would like to be considered. A vendor may submit for consideration all areas 1 through 3, but only one contract for one area can be awarded to that contractor. The type of contract to be awarded will be an indefinite delivery, indefinite quantity type task order contract as specified in FAR Part 16. Work will be ordered through the issuance of individual task orders on an as-needed basis (for surveys in the respective geographic areas) and in accordance with the resultant solicitation and contract beginning on or about November 1, 2013 thru October 30, 2014 for the base year with the option on the part of the Government to renew for four (4) separate option periods of one year each. This announcement constitutes the only notice. Area 1 - West Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Livingston, Monroe, Niagara, Ontario, Orleans, Seneca, Wayne, Wyoming and Yates counties. Area 2 -Southeast Albany, Broome, Chemung, Chenango, Columbia, Cortland, Delaware, Dutchess, Greene, Nassau, Orange, Otsego, Putnam, Rensselaer, Rockland, Schoharie, Schenectady, Schuyler, Suffolk, Sullivan, Ulster, Tioga, Tompkins, and Westchester counties. Area 3 - Northeast Cayuga, Clinton, Essex, Franklin, Fulton, Hamilton, Herkimer, Jefferson, Lewis, Madison, Montgomery, Oneida, Onondaga, Oswego, Saratoga, St. Lawrence, Warren, and Washington counties. DESCRIPTION OF WORK: The surveyor must be a licensed land surveyor in the State of New York. The Surveyor will provide a boundary survey of the easement area which meets the requirement of the attached Specification/Statement of Work. All boundary surveys shall be completed within 45 calendar days after issuance of a task order (to include the required pre-survey meeting through the post-survey meeting and submission of the preliminary survey deliverable to the NRCS office) unless the order states otherwise. SELECTION CRITERIA: Firms which meet the requirements described are invited to submit one original and three (3) copies of the attached Standard Form 330, Architect-Engineer Qualifications completing both Part 1 and II). Firms who have recently completed an SF330 and have confirmed with the NRCS office that it is still on file, need not resubmit an SF330. However, should an offeror want to update the form a new one can be submitted and it will replace the one on file. All firms responding to this announcement will be evaluated on the following factors. Factors 1, 2, 3 and 6 being equally important; Factor 4 being slightly less important; and Factor 5 being least important. 1. Professional qualifications necessary for satisfactory performance of required services. The surveyor must be a licensed, registered land surveyor in the State of New York. Evaluation will include the level of formal education, the number of years licensed, experience in easement surveys, and the level of involvement of licensed, registered land surveyor on this contract. 2. Specialized experience and technical competence in the type of work required. Evaluation will be based on knowledge of local survey practices, experience in conducting rural or conservation easement boundary surveys, records research and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. Include with this item a sample surveyor's report accompanied by a plat identifying a boundary conflict and providing an appropriate conclusion or suggested solution. 3. Capacity to accomplish the work in the required performance time. Evaluation will be based on ability to accomplish multiple work orders to completion within performance time specified in the work statement and the ability to add personnel and/or consultants to complete work on time. Due to the nature of the easement programs, surveying work tends to be seasonal and multiple delivery orders can be issued in a short period of time. The resultant solicitation and contract will stipulate limitations for the vendors' obligation to perform and the governments' obligation (maximum quantity) to order requirements for a given area. Vendors should especially focus on articulating how requirement up to the maximum will be fulfilled in the required time, as well as plans for addressing quantities of surveys over the maximum limit. 4. Past performance on contracts with Government agencies and private industry. Evaluation will be based on the firms past experience with other government agnecies and the private sector in performing similar type requirements in terms of cost control, quality of work, and compliance with performance schedules. References with names and telephone numbers must be provided. 5. Location in the general geographic area of the project and knowledge of the locality of the project area. Evaluation will be based on the firms location to the geographic area for each of the Areas for which they wish to be considered and knowledge of the locality of the Area. For firms outside the general project area(s) provide a plan to provide service in a cost effective manner. Firms must clearly indicate the office location from which the work will be performed. For firms outside of the general project area, provide a plan to provide service in a cost effective manner. 6. Internal quality control program- evaluation will be based on demonstrated results of eliminating or reducing errors and/or omissions and for carrying forward recommendations, corrections, etc. on subsequent work orders. For each of the three (3) planned awards, firms will be ranked from most to least qualified. A request for proposal will be requested from the most qualified firms for each planned award and negotiations will be conducted to arrive at fair and reasonable feel rate schedule that will be used to price individual task orders. If a mutually acceptable price cannot be negotiated, negotiations will be terminated and the process will be repeated with next highest ranked firm and so on, and so forth with the next if acceptable pricing cannot be negotiated. In order to comply with the Debt Collection Improvement Act of 1996, all contracts must be registered in the Central Contractor Registration database, now www.SAM.gov. SUBMISSION REQUIREMENTS: All responsible firms that meet the requirements described herein, and wish to be considered, must submit an original and three (3) copies of a complete package which includes the SF330, Part I and II attached, and additional documentation to address each of the six (6) evaluation factors. Please limit narrative responses to one page per evaluation factor. OFFERORS MUST INDICATE THE GOEOGRAPHIC AREA(S) THEY WISH TO BE CONSIDERED FOR AND THE ORDER OF PREFERENCE IF MORE THAN ONE IS INDICATED.
