Description
NASA/KSC has a requirement for for the acquisition of engineering design, development, and testing services of an advanced cryogenic self-contained breathing apparatus (ACryoBA) for use in underground mining emergency egress. NASA/KSC intends to purchase the items from Blalock Cryogenic Systems,LLC aka BCS Life Support LLC,(BCS) Deland, FL. Under the authority of FAR 6.302-1 (2) (ii), Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment. BCS has independently developed several unique designs in breathing apparatuses. One of the unique designs, they developed is a method to reliably pick-up liquid air from inside a dewar called Attitude Independent Pickup (AIP). BCS has also developed and patented technologies to store liquid air indefinitely without loss called Zero-loss liquid air storage systems. Both the AIP and zero loss technology are critical components for the success of the ACryoBA. For both these technologies, BCS is solely responsible for the concepts, owner of the intellectual property, holder of the patent applications, and in conjunction with NASA KSC's Biomedical Research Laboratory, the designer and developer of successful working prototypes. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 2, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This notice is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of this system may provide a written response, which may be considered by the agency. It must clearly show the ability to be responsive without compromising the quality, accuracy or reliability of the services provided and without causing programmatic hardship. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
