Description
NASA ARC is hereby soliciting information about potential sources for a color helmet-mounted display (HMD) and associated head tracker for a US Army EH-60L helicopter. The HMD will display critical flight information to the pilot as computer graphics, text, and terrain imagery. In particular, this HMD will be used to research better methods of presenting information to the pilot in Degraded Visual Environments (DVE). The DVE mitigation effort is an approved area of research for US Army Aeroflightdynamics Directorate at NASA ARC. The technical organization will require the vendors expertise to engineer and develop the same optical and mechanical configuration to replicate said product the US Army has procured via full and open competition, which was awarded to Thales Visionix Inc.. Description of requirement:. The specific commodity being acquired is the helmet mounted display, quantity 2, and the associated head tracker, and electronic units and cables. The purchase is for one left-eye device and one right-eye device.. The nature of the acquisition will include:. 1.completing development and integration of the HMD to an existing helmet; 2.producing HMD prototypes; 3.modifying government furnished helmets for mounting HMDs, with specified optical and mechanical configuration; 4.conducting qualification testing to meet the HMD performance specification; 5.document the design and qualification of all hardware.. The HMD system includes display, mounting hardware for attachment to the helmet, and cabling to provide power and data to the display. The HMD system shall display pilotage symbology to the NASA aviator during both day and night flight operations. The HMD, combined with Government-furnished head tracking capability, will increase the pilot's situational awareness by allowing the pilot to see critical flight symbology while keeping his/her eyes focused outside the cockpit during both normal flight and DVE conditions.. NASA/ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis.. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement indicating the ability to perform all aspects of the effort described herein.. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement..
