- SOL: VA261-13-R-1245 Due: July 12, 2013 (est'd) Request for Proposal (RFP) - Create statistical program and documentation for analyses of VA patient care costs. Complex programming procedures are involved. The intent will be sole-source this effort to Jennifer Scott. Ms. Scott is the creator of the (Health Economics Research Center) HERC dataset and the programming code to analyze the data. The research study for which this analysis is required must adhere to a time line for completion of tasks as well as funding period limitations. The task performed by Ms. Scott cannot be replaced by another person in a timely manner. Ms. Scott has searched hundreds of diagnosis codes in order to create her program. Her knowledge of diagnosis codes to create the variables is indispensible and would take substantial effort to replicate this work if she is not able to complete the program. Developing the SAS program also involves extensive validating and checking records for diagnosis codes that are uncategorized or mis-categorized. These steps involved complex coding that few other analysts can perform with successful in the given period of time. Ms. Scott has unique knowledge about this task and her involvement in the project will save HERC considerable time and resources. The NAICS code is 541511 size standard of $25.0 million applies. Product Service code of D308 applies. The actual solicitation should be posted on or about August 5, 2011. Telephone requests will NOT be accepted. Electronic solicitation may be accessed at no cost at www.fedbizopps.gov. Any amendment issued against this solicitation will also be available from the same URL addresses. Contractor is responsible for submitting all documents required in accordance with the solicitation, including any amendments which will be posted on this website. Solicitation is also subject to availability of funding. Price includes all parts and labor to repair any failure due to a manufacturer or installation defect; and one site visit during the warranty period for service or repair. Quotations shall be submitted on an all or nothing basis. Partial quotations will be rejected. Quotations shall be valid for 60 days from offer due date.
