- COMBINED SYNOPSIS/SOLICITATION NOTICE FOR ARCHEOLOGICAL ANALYSIS, CURATION, AND REPORTING SERVICES VA101-13-R-0108 Department of Veterans Affairs Office of Construction and Facilities Management (CFM) has a need for Archeological Analysis, Curation, and Reporting Services to process (washing and preparation for curation); technical analyses of historical data and of all archeological materials collected during prior investigations; and preparation of a series of technical reports detailing the results of the entirety of the archeological compliance effort for the SLVHCS Replacement Medical Center Project, New Orleans, Louisiana. The construction project consists of the construction of approximately 1.6 million SF medical related facilities including the VA hospital, medical clinic, dental clinics, community living center and laboratories, as well as a broad range of other types of VA facilities. The services referenced in this Notice include, but may not be limited to, the following: "Background Research "Laboratory processing, inventory, and curation of cultural materials "Analysis which includes faunal analysis; zooarcheological analysis; ethnobotanical analysis; ceramic analysis; glass analysis; metal analysis; and other analyses as necessary "Report Preparation which includes reports such as research design, monitoring report, phase I report, phase II report, data recovery report, and synthesis report. All Archeological services are to be performed by key personnel with relevant education, training, certification, overall and relevant experience and longevity with the proposed archeological analysis, curation, and reporting services firm. A detailed list of services required under this acquisition is provided within the Request for Proposal (RFP). This solicitation is for archeological analysis, curation, and reporting services utilizing full and open competition after exclusion of sources (Total Small Business Set-Aside) in support of the replacement medical center at SLVHCS, New Orleans, Louisiana. The performance period will be 18 months from the date of award. This will be a competitive source selection process, and as such will be conducted in accordance with FAR Part 12, Part 15 and VAAR Part 815. No incentives are included. The contract will be awarded on a "Best Value Tradeoff" basis. In accordance with FAR 15.304(e), the technical factors, when combined, are equal to cost/price. Award will be made to the offeror whose price and technical proposals provide the best overall value to the Government. Importance of price will increase if offerors in the competitive range are essentially equal in terms of technical capability, or if a price is so significantly high as to diminish the value of technical superiority to the Government. The Contractor shall be registered in the System for Award Management (SAM) at the website www.sam.gov. SAM has replaced the Central Contractor Registry (CCR) and the Online Representations and Certifications Application (ORCA). The designated North American Industry Classification Systems (NAICS) Code for this procurement is 541690 and the Small Business Size Standard is $14M. In accordance with FAR 52.219-14 Limitations on Subcontracting, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
