- CLASS III CULTURAL RESOURCES INVENTORY The NRCS is soliciting proposals from contractor under an indefinite delivery, indefinite quantity (IDIQ) contract for the completion of intensive-level pedestrian cultural resources inventories throughout the counties of northern Utah. Agricultural producers in these areas annually implement a variety of rangeland management practices with technical and financial assistance from the NRCS under the Environmental Quality Incentives Program (EQIP). Specifically, these practices may include mechanical brush and tree removal, range planting, fence construction, spring developments, water pipeline construction, and the installation of livestock watering troughs. These practices are intended to improve overall range conditions, reduce soil losses, improve wildlife habitat, and increase forage production. Because these projects receive Federal funding from the NRCS through the U.S. Department of Agriculture's Farm Bill, they are considered undertakings that are subject to review for potential impacts to historic properties under Section 106 of the National Historic Preservation Act (NHPA). Identification of cultural resources within the area of potential effects (APE) is therefore necessary prior to implementation. NAICS CODE 541720 All responses shall be submitted to: USDA NRCS UTAH STATE OFFICE Attn: Shane Miller, Contracting Officer 125 South State Street Room 4010 Salt Lake City, Utah 84138-1100 Key Personnel Qualifications Contractor must meet the Secretary of Interior's professional standards as specified in Section 112(a)(1)(A) of the NHPA and in the implementing regulations for Section 106 of the NHPA at 36 CFR 800.2(a)(1) and 36 CFR 800.2(a)(3). Contractor shall be used in accordance with 36 CFR 800.2(a)(3) ("Use of Contractor"). The service provider shall furnish all labor, equipment, supervision, materials and incidentals necessary to perform archaeological and historical surveying, recording, mapping, evaluations, and reporting. The service provider shall furnish a qualified Principal Investigator in accordance with 36CFR61.5. Place of Performance The work will be conducted in various areas of Utah and designated with the Statement of Work (SOW) for each delivery task order. Period of Performance The period for performance for this IDIQ contract shall not exceed five (5) years. This period of time will be kept in accordance with the Federal Fiscal Year between September 30 and October 1. Base Year: Date of award to September 30, 2013 Option Year one: October 1, 2013 through September 30, 2014 Option Year two: October 1, 2014 through September 30, 2015 Option Year three: October 1, 2015 through September 30, 2016 Option Year four: October 1, 2016 through September 30, 2017
