- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of business capable of performing the type of work described herein. The intent of the announcement is to identify all sources that are qualified of furnishing The National Marine Fisheries Service, Pacific Islands Fisheries Science Center, Ecosystems and Oceanography Division, Honolulu, HI, with the following: Background: The Pacific Islands Fisheries Science Center is engaged in bioacoustic surveys of fisheries resources and resource habitat using a hull mounted SIMRAD EK-60 split-beam echosounder on board the NOAA ship Oscar Elton Sette. To obtain quality data that is needed for the interpretation of the acoustics signals, the system needs to be calibrated prior to each mission. The calibration is performed by placing a metallic sphere below each transducer and taking measurements of the acoustic return of this sphere with known values at each position within the acoustic beam. For the movement of the sphere to be positioned all around the acoustic beam, 3 electric downriggers are used which are controlled by a controller system connected to each reel with long electronic cables. Requirement needed: A shipboard hydro-acoustic transducer array calibration control system to precision position a calibration sphere under a ship's hull in the along ship's and athwart ship's multi-frequency echosounders' transducer beams. General description and requirements: The system must be able to control four (30A each, 1300W total) motorized downriggers (Cannon Magnum 10 STX), with continuously variable speed control, to veer and haul the calibration sphere into a precise point in the acoustic beams. The control unit should be able to individually control four downriggers or be switched to control all via one common control. The system must have the option to be controlled from remote locations with a portable joystick module (not to be supplied). Supplier to provide power cord (3 pronged, US style) and matching power connectors (4, male) to fit to cables to the downrigger. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
