Description
THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ANNOUNCEMENT. THIS IS NOT A REQUEST FOR PROPOSALS. The Geostationary Operational Environmental Satellite - R Series (GOES-R) Program of the National Environmental Satellite Data and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) is seeking information from industry regarding capabilities to provide S-Band Radio Frequency (RF) High Power Amplifier (HPA) Systems (Klystron, Solid State, Traveling Wave Tube, etc.). The GOES-R satellites, operated from NESDIS Earth Station facilities located at Wallops, VA and Fairmont, WV, utilize HPA Systems to command the satellites, and broadcast science data and products to the user community. High-level requirements for the S-Band HPA Systems are as follows: The HPA System shall be configured as a 1:1 redundant configuration with automatic transfer/failover capabilities. The HPA System shall have Local and Remote Monitor and Control capabilities. The HPA System Output Power at the 1 dB compression point shall be a minimum of 61 dBm. The HPA System Input for P1dB shall be -10 to 0 dBm. The HPA System Operating Frequency Band shall be 2025 MHz to 2040 MHz. The HPA System Operating Signals and Power Levels shall be: • 2027.100 MHz, BPSK, 927 kbps, SRRC filtered, alpha = 0.3, 49 dBm • 2032.775 MHz, QPSK, 44.45 kbps, SRRC filtered, alpha = 1.0, 33 dBm • 2034.200 MHz, BPSK, 64.00 kbps, SRRC filtered, alpha = 1.0, 55 dBm • 2036.000 MHz, phase modulated by a ranging tone at 20 - 100 kHz, 52 dBm • Any or all of the above may be reduced by up to 10 dB The HPA System Input and Output characteristics shall be: • The impedance shall be 50 ohms • The output VSWR shall be 1.5:1 maximum • The output physical waveguide connection shall be WR-430 • The input VSWR shall be 1.25:1 maximum • The input physical connection shall be Type N The HPA System Out-of-Band Emissions (OOBE) shall meet all National Telecommunications & Information Administration (NTIA) OOBE requirements when the above four signals are transmitted simultaneously as described above, plus the Modulation Sideband levels for all Square-Root-Raised-Cosine (SRRC) filtered signals shall be at least 33 dB/4 kHz lower than the peak power per 4 kHz in the necessary bandwidth of the desired signals. This sources sought notice is being published to determine potential sources capable of providing S-Band RF High Power Amplifier (HPA) Systems to the NOAA/NESDIS/GOES-R Program, www.goes-r.gov. Interested firms are requested to provide statements of interest or capability, corporate information including business size status, industry manufacturing and quality certifications, any information regarding non-developmental solutions available commercially, including reliability, maintainability and life-cycle operation & maintenance data, and any other comments that interested firms wish to provide. Responses shall also include a specific point of contact of the interested firm (to include name, title, and contact information). The Government will not reimburse the respondents for any costs associated with information submitted in response to this request. Interested firms are to direct all Sources Sought related questions via e-mail to the attention of Holly Lynn Supinski, holly.l.supinski@noaa.gov. Telephone questions or requests will not be accepted. Interested firms are to register for email notification selecting the option on the FEDBIZOPPS webpage. Responses must be received electronically via email no later than 12:00 noon Eastern Time, Friday, July 19, 2013, to Holly Lynn Supinski, Contracting Officer at holly.l.supinski@noaa.gov. NOTE: This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice.
