- Sources Sought: This is a Sources Sought Notice. The Bureau of Reclamation (Reclamation), Acquisition Operation Group, Denver, CO, intends to negotiate on a sole-source basis with Doble Engineering Company, 85 Walnut Street, Watertown, MA 02472. This requirement is to provide lease of Doble Type M-4000 10-kV Automated Insulation Analyzers and associated services to test large oil filled generator step-up (GSU) transformers used for distribution of power generated at various Reclamation facilities. Dole Engineering equipment and services are used by major electrical utilities and Government agencies operating a large portion of the electrical power generation and transmission capacity of the United States. Because of the specialized nature and sophistication of the equipment and services, no other manufactures are known of that can provide the capability to meet Reclamations needs. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. GENERAL: The Bureau of Reclamation (Reclamation) has a requirement for the lease of insulation test equipment and associated services as described herein. EQUIPMENT: The Contractor shall provide Doble Type M-4000 10-kV Automated Insulation Analyzers. In addition, the Contractor shall provide the following items along with the M4000 Automated Insulation Analyzer: Doble Universal Controller (DUC); Type M4300 Transport Cart; TTR Capacitor; Type M5400 Sweep Frequency Response Analyzer; M4110 Leakage Reactance Interface; Doble Test Assistance Computer Programs that enable users of the Doble test equipment to enter test data into pre-designed forms on a computer in the field, then transfer the data to an office computer for storage and analysis; Travel to supply training services; Annual Oil Committee Report The Contractor shall provide maintenance (labor and parts) and shall keep the equipment in good operating condition. Maintenance service shall not include repair of damage resulting from accident, transportation between Government sites, neglect, misuse, or causes other than ordinary use. RETURN OF EQUIPMENT : Upon completion or termination of this contract, the test equipment (and associated accessories) and related instruction books(including reference books) will be returned to the Contractor at its plant in the continental United States, at Government expense, FOB Watertown, MA SUBSTITUTE EQUIPMENT: If it is necessary to return the equipment for maintenance or calibration, on request of the Contracting Officer, the Contractor shall furnish substitute equipment during the period that the regular test equipment is not is service. Replacement requests must be acknowledged by phone call or email within 24 hours during normal working hours 8:00am - 5:00 pm EST Monday through Friday, excluding Federal Holidays. LOCATION AND USE OF EQUIPMENT: The Government will have the right to use the test equipment in any operation area of the Bureau of Reclamation. The Government will use the test equipment only in accordance with the written or printed instruction furnished by the Contractor and will permit the test equipment and written material furnished hereunder(including, without limitation, instruction books and test data) to be used only by authorized personnel of the Government or by the Contractor's field engineer for testing Government equipment or equipment the Government has contracted to maintain, except as the Contractor may otherwise authorize in writing. FIELD ENGINEERING SERVICE: The Contractor shall provide the services of an engineer to consult with and instruct Government personnel on the use of the test equipment. A period of consultation and instruction will be held, at a location designated by the Contracting Officer, once each year throughout the duration of the contract at a time mutually agreeable to both parties and such period will not exceed a total length of five consecutive 8-hour days exclusive of travel per-diem. Payment for per diem and travel expenses shall be in accordance with the clause "Contractor Reimbursable Travel Costs". RELATED SERVICES: The Contractor shall furnish the Government services that, in accordance with the standard commercial practice of the Contractor, are included as part of the leasing arrangement. The services include, but are not limited to: access to "Client conferences", appropriate instructional and administrative materials that support the leased equipment, and evaluation of Government test data generated from the leased equipment. The Contractor shall provide the leasing services described in Section C., for the basic contract and option performance periods. The Contractor shall furnish the following services and materials: Use of the appropriate instruction books; Right of Government personnel to participate in "Client Conferences"; Access to electronic copies of minutes of each "Client Conference" held during the duration of this contract; A review and complete report of the Government's test data upon request in accordance with the standard practice of the Contractor; General consultation on the Government's insulation problems in accordance with the standard commercial practice of the Contractor; Methods for using test equipment and data for interpreting tests made therewith in accordance with the standard commercial practice of the Contractor. EQUIPMENT UPGRADES UNDER LEASE: Replacement models shall have the same form, fit and function as that of the original item. The Contractor shall inform the Contracting Officer, in writing, of the introduction of an upgrade replacement model for any equipment item presently identified in the contract, including the present location of equipment to be exchanged, the resulting revision in price, and any installation expense. This information shall be provided at least 30 days prior to the proposed installation date. Based on information received from the Contractor, the Government will evaluate the Contractor's submittal to determine if it meets requirements. If requirements are met, the Government will issue a Contract modification directing the Contractor to proceed with the exchange. The date the modification for the exchange takes effect shall fall on the beginning of the first full month after installation; no credit for partial months will be permitted. This procurement will be awarded using FAR Par 13 Commercial Item procedures with an intended period of performance of a base 12 month period and four 12 month options. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (4) above, any solicitation may be issued as unrestricted without further consideration. Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a DUNs number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFP or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually.
