- This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals under the authority of FAR 6.302-1. The government intends to enter into a purchase order with Oregon Health & Science Univeristy (OHSU) for establishing a library of patient narratives to inform patient-centered research and practice in the department of Veterans Affairs. OHSU is the proposed contractor because they are the only known group inside the United States that have expertise using patient narratives designed to be used by researchers to make their research more patient-centered. Through their work with the Patient-Centered Outcomes Research Institute (PCORI), an institute authorized by Congress to conduct research to provide information about the best available evidence to help patients and their health care providers make more informed decisions, DMICE investigators have collected and edited narratives for the PCORI Methodology Standards, the only scientific report on research standards that has employed patient narratives as a means of translating standards for researchers to guide towards the best methods for patient-centered outcomes research. The proposed purchase order will be a base year with two one (1) year options. The period of performance would be estimated from date of award through one (1) year with two one (1) year options. The Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirements established above, including but not limited to brochures and product literature matching or exceeding specific capabilities as listed on the attached Schedule of Supplies. All responses must be received no later than June 27th, 2013 at 12:00PM, Pacific Standard Time, and should indicate whether the contractor is a Small Business or Other Than Small Business. The proposed award date will be on or before September 30th, 2012.
