Description
DESCRIPTION OF WORK: This is a Regional Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Contract (SATOC) for Design-Build Construction CONUS Projects Related to Building Electrical Systems, Control, and Industrial Processes within the Boundaries of the South Atlantic Division US Army Corps of Engineers and Seed Task Order for Electrical Upgrades, Naval Air Station, Jacksonville, Duval County. Task Orders placed under this Single-Award Task Order Contract (SATOC) include, but are not limited to demolition, construction, renovation and repairs related to multiple facility types within the U.S. Army Corps of Engineers South Atlantic District. Facilities may be military, commercial, industrial, or logistical, or any other types where general construction trades and practices are typically used in construction and rehabilitation. Facilities may be located within private lands, within federal, state, municipal, territorial or Indian Lands, or within the contiguous coastal zones to a depth of 12 feet. Project sponsors may be military or other government agencies, organizations, or entities for whom the U.S. Army Corps of Engineers is assigned as the Construction Agent. The contract is intended to provide design-build and design-bid-build construction of real property facilities, e.g. maintenance, repair and construction related to electrical systems, control systems and industrial processes. Tasks may involve industrial process equipment, industrial ventilation systems, building controls and energy management systems. Incidental tasks may include non-professional services, preliminary assessments or inspections to identify or quantify specific facility concerns such as lead based paint, asbestos containing materials, equipment repair or maintenance deficiencies including, load analysis studies, building systems deficiencies, etc. Other tasks may include architectural, structural, roofing, carpentry, masonry, mechanical, heating ventilation and air conditioning (HVAC), plumbing, fire protection or life safety systems, typical and atypical interior and exterior finishes, as well as associated site work, utilities, landscaping, security, force protection, petroleum oil and lubricant (POL) systems, instrumentation, or interior design but only as they relate to the task order within the scope of electrical systems, control systems and industrial processes. Orders may be issued solely for construction services or solely for design-build services. No task orders will be issued for design services only. The contract value is $45,000,000.00. Period of Performance is five years (base year plus four option years). The SATOC includes an initial seed task order for the Fleet Readiness Center South East (FRCSE) located within an access-controlled industrial area inside the Naval Air Station Jacksonville, Duval County, Florida for Hangar 124, Building 101W and Building 101U, with the project further described as follows: The work at Hangar 124 will consist of demolition of existing 400 Hz converters, associated electrical distribution, panelboards and plugs. Contractor shall design and construct replacement converters rated for 400 Hz and electrical distribution systems to include power panelboards, disconnect switches, plugs, conduit and conductors. The work at Building 101W consists of demolition of the existing shop lighting distribution system, associated electrical distribution, lighting panelboards and switches. Contractor shall design and construct replacement lighting system to include lighting power panelboards, switches, conduit and conductors. The work at Building 101U will consist of demolition of the existing 480V busway located on the first and second floors, associated electrical distribution and connection switches associated with the busway. Contractor shall design and construct a replacement electrical distribution system for the building. Minor associated site concrete work for equipment pads, wall/floor penetrations, wall/floor penetration repairs associated with fire rated walls/floors, along with acoustical drop ceiling work will be required. Full design-build services, including site visit and data collection, design, permitting, and construction is required. The magnitude of construction for this task order is estimated to be between $1,000,000.00 and $5,000,000.00. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. A two phase design build process will be utilized. Phase 1 Proposals will be evaluated on Technical Merit and Past Performance. NOTE: THE SUBMISSION OF PRICING INFORMATION WILL NOT BE REQUIRED IN PHASE 1 PROPOSALS. A maximum of 5 of the most highly rated Phase 1 offerors will be requested to submit Phase 2 proposals. Phase 2 Proposals will be evaluated on Design Technical, Performance Capability, and Price. THIS ACQUISITION IS SET ASIDE FOR SMALL BUSINESS. The solicitation for Phase 1 will be issued on or about 19 July 2013 with proposals due on or about 19 August 2013. The solicitation for Phase 2 will be issued to a maximum of 5 of the Most Highly Qualified Phase 1 Offerors. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website at http://www.fedbizopps.gov/.
