Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Thermo Electron North America, 1400 Northpoint Parkway, West Palm Beach, FL 33407. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 - Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The FBI requires a Nicolet DXR Raman spectrometer system for the analysis of materials such as primary explosives and peroxides and to analyze trace amounts of materials such as paints, fibers, and unknown powders and liquids. The Nicolet DXR Raman spectrometer system will prevent the need to modify established, validated caseworking procedures, preclude a requirement for additional Examiner/technician training and testing on new equipment and methods, and maintain analytical consistency with the FBI. The Nicolet DXR Raman spectrometer system is the only system that meets the specifications of the validated protocols used by the FBI. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Thermo Electron North America, since they are the manufacturer and only seller of the Nicolet DXR Raman spectrometer system. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Monday, June 24, 2013, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
