- Sample Mission Pricing Template The Space and Missile System Center (SMC) Hosted Payload Office (HPO) is soliciting feedback on an updated pricing strategy for the proposed Hosted Payload Solutions (HoPS) solicitation. The proposed pricing strategy included in this posting deviates from the 06 June 2013 draft Request For Proposal (RFP) release. The binding nature of certain elements of the HoPS Offerors proposed prices needs to comply with Federal Acquisition Regulation (FAR) 15.304 (c) (1) which requires an evaluation of price in every source selection. Draft language related to this change will be released at a later date; however, the HPO requests your immediate response to the pricing concept outlined below. This post includes one excel file attachment with six tabs: Tab 1) Labor Category Rate Table (for Delivery Order (DO) missions & studies) Tab 2) Annual Data Rate Fee Table Tab 3) GEO Sample Mission Total Labor Calculation Template Tab 4) GEO Sample Mission Total Price Template Tab 5) LEO/MEO Sample Mission Total Labor Calculation Template Tab 6) LEO/MEO Sample Mission Total Price Template The proposed pricing strategy includes an evaluation of an Offeror's total proposed pricing of a sample mission, an initial study, and future studies. Offerors will submit Not-to-Exceed (NTE) labor rates associated with 1) completion of the sample mission, 2) completion of the initial study and 3) pricing for future studies to include TEMPO. The Government will use the submitted labor rates to evaluate the three types of efforts including the proposal for the basic contract and all future delivery orders. Additionally, Offerors will submit NTE hosting opportunity fees, and data rates which will be contractually binding on the basic contract and associated delivery orders. The Government will use all other proposed non-labor prices for evaluation purposes only. The Government plans to release the final RFP in July and, therefore, requests contractor feedback on this plan to resolve the Governments pre-pricing requirements as outlined above and attached ASAP. If necessary, the Government may elect to have a one-on-one telephone conversation with your company to discuss the summary comments in more detail.
