- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of business capable of performing the type of work described herein. The intent of the announcement is to identify all small business sources that are qualified of furnishing The National Marine Fisheries Service Pacific Islands Fisheries Science Center, Honolulu, Hawaii with the following: NOAA seeks a contractor to coordinate and conduct fisheries monitoring on purse seine and ring net vessels to determine the efficacy of such gear on capture rates of target pelagic and coastal tunas and non-target, or bycatch (discarded) species. Specifically, we seek a contractor to provide logistical support to monitor catches using at-sea observers and port sampling in order to provide a comparison between sampling methods to quantify effort, species composition of catch, bycatch, catch-per-unit effort and size. The Philippines is one of the top fish producing countries in the world. The provisional catch of skipjack, yellowfin and bigeye tuna in 2010 was ~370,000 mt, with the commercial sector (vessels >3 gross tons) comprising ~70% (Barut and Garvilles 2011). The Philippines probably has the largest number of anchored payaos (Fish Aggregating Devices, FADs) deployed in the world; however, there has been concern regarding the sustainability of payao fish catches, potential for growth overfishing, high juvenile tuna exploitation and predation and adverse ecological effects for other species of concern such as fisheries interactions with sharks and sea turtles. The North American Industry Classification Code (NAICS) is 541690 with a size standard of $7 million. All contractors doing business with the Government are now required to be registered with the System for Award Management (SAM). NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by July 1, 2013. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, SAM, Cage Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
