- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued in conjunction with FAR Part 13 Simplified Acquisition Procedures, as applicable. The solicitation number is FDA-13-223-1118602. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses in effect through the Federal Acquisition Circular 2005-66, dated April 1, 2013. The associated North American Industry Classification System (NAICS) Code is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing; Small Business Size Standard is 750 in numbers of employees. This RFQ is for Steel Squirrel Monkey (Non-Human Primate-NHP) Cages and Accessories. The FDA intends to issue a Commercial Item Firm Fixed-Price purchase order for cages that meet the following specifications below. SUPPLIES OR SERVICES AND PRICES/COSTS (inclusive of any shipping charges) CLIN Item Description Qty U/I Unit Price Extended Price 0001 Stainless Steel Cages and Accessories to House 40 Squirrel Monkeys 1 Job TOTAL Background: The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Division of Neurotoxicology, Jefferson, AR has a requirement for Stainless Steel Cages to house 40 Squirrel Monkeys. Under the theme of enhancing product safety, in collaboration with the FDA's Center for Tobacco Products (CTP), NCTR will develop animal laboratories for the study of biological processes associated with the behavioral pharmacology of tobacco and related products including nicotine and nicotine-like chemicals. Among other activities, these laboratories will study the constituents of tobacco products that may affect the reinforcing properties of nicotine as they pertain to nicotine's ability to initiate and/or maintain self-administration and vice versa. Towards this end, direct use, non-capitalized scientific equipment animal housing and testing apparatus will need to be procured. More specifically, the Government will purchase equipment and supplies to support 40 NHP Squirrel Monkey (Saimiri Sciureus) species for nicotine self-administration studies. Prior to obtaining research primate subjects, adequate and compliant caging must be obtained. Objectives: The NCTR Division of Neurotoxicology has the need of obtaining appropriate direct use, scientific equipment via animal caging-housing space for 40 NHPs. Animal caging required is such as that outlined in the Animal Welfare Act Regulations, or its' associated caging equipment to support 40 NHP Group 1 (up to 1.5 kg) species individuals. The species of choice will be Squirrel Monkeys (Saimiri Sciureus). This division requires at least 3.2 square feet (floor area) and at least 30 inches tall (height from cage floor to cage ceiling)/76 cm (height) per monkey. The Government will employ 2 over 2 minimum cage specifications with modular interlocking capabilities between units (e.g., 10 units capable of containing 4 singly housed monkeys each, etc.). The preferred total width for the 2 over 2 units is between 40" and 44" (101.6 to 111.8 cm), such that five connected units would require between 200" and 220" of wall space. In order to use cages for both singly or pair housed animals, and to allow singly housed animals to have some access to each other, self-storing and/or integrated horizontal panels with three options are needed: • Solid (no contact with animal in adjoining cage) • Partly mesh and/or barred (allow for grooming contact with animal in adjoining cage) • Partly open (complete access to either side by an animal) Additionally, the enclosure caging should comply with and provide ability for addition of enrichment means of expressing noninjurious species-typical activities. Enrichment devices may include perches, swings, mirrors, or other increased cage complexities at our discretion to stimulate forging or task-oriented feeding behavior and all the while providing interaction with the care giver or other familiar and knowledgeable person. Statement of Need: Based upon advice from experts that were consulted during our due diligence efforts to establish tobacco-product relevant behavioral pharmacology laboratories at NCTR, and in consultation with staff from NCTR's Veterinary Services Division, appropriate NHP animal housing, feeding, and enrichment equipment will be purchased. Considerations of the unique characteristics of the Squirrel Monkey species Siamiri, thus influencing our caging choice, are that the species Locomotes on all four limbs (use both vertical and horizontal space). They use their tail for balance and perch rather than sit like other primate species such as our in-house Rhesus Macaque. Their perches shall be round in shape instead of flat shelves or twin bar to avoid the development of pressure sores on the tail. Additional considerations are that perches shall be positioned at multiple levels to maximize three-dimensional use of space within the caging environment. The use of thermo neutral materials for perches is desirable. Finally, cages shall provide the ability to attach and/or introduce enrichment devices (e.g., forage board or puzzle board, etc.) to cage as desirable-to include swings, moving perches, or objects hanging within the cage, such as plastic chain or looped PVC tube. Salient Characteristics (Minimum Cage Specifications): • At least 3.2 square feet (floor area; single cage) • At least 30 inches tall (height from cage floor to cage ceiling; single cage) • 2 over 2 with the following specifications (4 cages total comprises one unit; total of 10 units needed) o Modular interlocking capabilities o Self-storing and/or integrated horizontal panels or other mechanism with at least three options:  Solid (no contact with animal in adjoining cage)  Partly mesh and/or barred (allow for grooming contact with animal in adjoining cage)  Partly open (complete access to either side by an animal) o A fourth option for the horizontal panels is to provide visual access (e.g., Plexiglas, etc.) but this is not absolutely required o Panels dividing upper and lower cages shall be partly removable and/or adjustable to allow vertical access between cage compartments for exercise or pair housing. Using adjustable panels (instead of completely removing a panel between upper and lower cages) allows us to maintain floor space when calculating the amount of floor space per animal. o Exterior measurements that do not exceed 44" in width (total for one unit) • Stainless steel (respondents shall specify stainless steel gauges) • Heavy duty stainless steel casters that are 1 piece (no parts glued in) and have 5"x2" polyurethane wheels (two with brakes and two without brakes) with zerk fittings • Squeeze back • Two perches (preferably located at different heights) on two different cage walls o Pull bar mechanism for a squeeze back may serve as one perch o Perches shall be rounded and not be flat shelves o The use of thermo neutral materials for perches is desirable, though this may not be possible for the pull bar mechanism that may serve as one perch • A cage design that allows as much light and visual access as possible (e.g., bars and/or mesh, etc.) is most desirable, though a solid back panel will likely be required for cage stability • Bar at top of cage for hanging enrichment items (e.g., hanging plastic chains, swing, etc.) o Some enrichment items may be hung from wire mesh cage tops but this may ultimately limit the type of enrichment items that may be used • Front panel shall include access for a pole and leash system, feeders, card holder, and water bottle holders (note that we will use 32 oz water bottles (3 inch square; 9 inch overall) and not an automatic watering system) o Ability to attach and/or introduce enrichment devices (e.g., forage board or puzzle board, etc.) to cage front is desirable • Guillotine style door with complete swing out capability • Cage locks • Rear drainage pans Offerors shall include a complete description of the interior (single cages) and exterior measurements (entire unit) along with drawings/renderings of their design that includes all specified features. Pictures of previously fabricated cages are highly desirable. FOB Point Destination: HHS/FDA/NCTR, 3900 NCTR Rd., Bldg. 85, Jefferson, AR 72079 (Point of contact will be provided at time of award). Period of Performance: 120 calendar days or less after time of award. Timely delivery is important to keep the overall study timeline on track and understanding it's the critical path to our separate requirement for the purchase and delivery of Squirrel Monkeys. (a) Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. (b) Include the substance of this clause, including this paragraph (b) in all subcontracts with small business concerns. (c) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act. If the supplies or services are acceptable, the COR shall promptly forward a report of inspection and acceptance to the paying office. If the supplies or services are not acceptable, the COR shall document the nonconforming items/services and immediately notify the contracting officer. Maintenance and Repair: All maintenance and repair activities (including warranty work) shall be accomplished in accordance with Original Equipment Manufacturer (OEM) specifications. Records and Reports: The Contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced. In addition, the Contractor shall provide a written report to the FDA COR and Contract Specialist, summarizing all maintenance and repair activities (including warranty work) each time service and/or repair is performed. The COR name will be provided at time of award: The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the Statement of Work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the contract; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. Period for Acceptance of Offers: The offeror agrees to hold the prices firm through September 30, 2013. The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i) Technical capability of the items/services offered to meet or exceed the Government's requirement. (ii) Price Technical is significantly more important when compared to price in determining the best value to the government. Technical capability will be determined by review of information submitted by the offeror which must provide sufficient technical information necessary for the Government to conclusively determine that the offered products and/or services meets the technical requirement identified above. Offerors may provide technical specifications, descriptive material, literature, brochures and other information which demonstrates the capabilities of the offeror. The price proposed shall be detailed and represent the offeror's response to the schedule of supplies/services above. The government is not responsible for locating or securing any information, which is not identified in the proposal however the Government reserves the right to obtain information for use in the evaluation from any and all sources including sources outside of the Government. Include the firms DUNS number with quote. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The government reserves the right to make an award without discussions. The Provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (DEC 2012), applies to this acquisition. An offeror should complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this solicitation notice. It is the offeror's responsibility to monitor the internet site for the release of an amendment to the combined synopsis/solicitation (if any).
