- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of business capable of performing the type of work described herein. The intent of the announcement is to identify all small business sources that are qualified of furnishing The National Marine Fisheries Service Pacific Islands Fisheries Science Center, Honolulu, Hawaii with the following: NOAA seeks a contractor to coordinate and conduct fishing field trials with gillnets to test modified fishing gear to determine the efficacy of such gear on capture rate of target and non-target, or bycatch, species. Specifically, we seek a contractor to provide logistical support (e.g. vessel and fishing gear) in order to conduct an experiment to compare capture rates on nets modified with a visual deterrent (eg lights) vs. traditional or control nets in a gillnet fishery off the coast of West Kalimantan, Indonesia. Incidental capture of sea turtles by pelagic longlines and gillnets through both hooking and entanglement is a threat to the survival of sea turtle populations throughout the world. To assist the recovery of sea turtle populations, it is NOAA's goal to identify and promote use of alternative fishing methods that minimizes threats to sea turtles. The North American Industry Classification Code (NAICS) is 541690 with a size standard of $7 million. All contractors doing business with the Government are now required to be registered with the System for Award Management (SAM). NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by July 1, 2013. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, SAM, Cage Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
