- Ballistic - Non Ballistic Testing Indefinite Delivery Indefinite Quantity Contract (IDIQ) This is not a solicitation. No proposal information is due. Description: Program Manager Soldier Protective Equipment has a requirement for commercial laboratory testing (ballistic and non ballistic) of Soldier protective equipment and individual equipment including materials, prototypes, and final products. This testing shall be performed at laboratories that provide National Institute of Justice (NIJ) standard testing as well as non-ballistic testing under North American Industry Classification System (NAICS) code 541380 - Testing Laboratories. Contract: The anticipated contract is Commercial, Firm Fixed-Price, Indefinite Quantity - Indefinite Delivery for a period not to exceed five (5) years. The estimated maximum program amount is $18,000,000. Up to three (3) contracts are anticipated. Delivery Orders for each testing lot will be issued via the Fair Opportunity process. On Ramp provision - The Government reserves the right to award additional IDIQ contracts for this requirement after periodic evaluation of the performing contracts. Additional offerors, other than those who receive an award as part of the initial solicitation, may be considered for an IDIQ award at a later entry point within the period of performance. Requirements: The Awardee shall furnish the necessary resources, except for those designated as Government Furnished Property, to perform testing of the minimum required tests (287 possible) and any additional, optional tests (84 possible) included within the offeror's proposal. Testing shall be in accordance with the most current purchase description, standard, and / or per the Government's specific test instructions. As requirements are revised, new purchase descriptions will be provided by the Government. NIJ Standards: the Awardee shall perform testing per the following: NIJ 0101.06 Ballistic Resistance of Body Armor, Section 6, Hard Armor Conditioning Protocol NIJ 0101.06 Ballistic Resistance of Body Armor, Section 7, Ballistic Test Methods and, NIJ 0115.00 Stab Resistance of Personal Body Armor. GOVERNMENT FURNISHED EQUIPMENT. The following will be provided to the vendor in advance of the start of testing: - All ammunition except for 9mm projectile and fragments (sphere, right circular cylinder, and fragment simulating projectiles), which shall be provided by the vendor. - Shoot packs, (type to be specified in test instructions). - One (1) Biokinetics Head form will be provided to each vendor selected for award. - Product Descriptions listed in Section C.2.0. - Classified annexes for applicable product descriptions. - Unclassified threat codes. - Classified threat codes. The Awardee shall: -Maintain certifications in each of the required testing standards above throughout the life on the contract. -Perform Backing Material Consistency Validation per section 5.2.9 Armor Backing Material per NIJ Standard 0101.03 Ballistic Resistance of Police Body Armor. -Possess a collateral facility clearance at the Secret level from the U.S. Department of Defense, Defense Security Service (DSS) and shall maintain this clearance throughout the performance period of the contract. -Have in place adequate facilities and processes to ensure security of government property including test items and test reports. -Perform testing in accordance with the PM-SPIE, Technical Management Division (TMD) Test Request Form (TRF) (to be provided as future Attachment C.1 - TMD TRF). The vendor shall not proceed with any test efforts until the TMD TRF has been received from the government test requestor. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of any contract.
