Description
REQUEST FOR INFORMATION (RFI) Traumatic Brain Injury (TBI) Clinical Decision Support (CDS) Implementation This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA's requirements for Traumatic Brain Injury (TBI) Clinical Decision Support (CDS) Implementation. VA requires a solution that will aid TBI care providers in delivering the most appropriate treatments for Veterans by assessing treatment strategies and rapidly incorporating new clinical guidelines. The Contractor shall design, install, test and train a customized rehabilitation-based TBI CDS system used for the purpose of treating Veterans in the VA Polytrauma System of Care (PSC), develop and maintain a data dictionary, and integrate the system with VistA Computerized Patient Record System (CPRS) and an analytical statistical capability. In addition, the Contractor shall provide a web-based remote access function to assure that remote patients can access required forms through My HealtheVet. If interested, please submit a Capabilities Statement, limited to 10 pages for your company, your teammates and or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 541512. Also, please indicate if there are existing contract vehicles through which your product/services may be acquired (i.e. Federal Supply Schedules, Government-Wide Acquisition Contract) and if you, your teammates and/or subcontractors are a service-disabled Veterans-owned small business or a Veteran-owned small business. The Draft Performance Work Statement (PWS) is attached. Responses should also address the following questions: 1.For estimating purposes only, what is a rough order of magnitude (ROM) for this effort as described in the draft PWS? 2.Have prior IT systems you have developed gone through a governmental level Certification and Accreditation process? 3.Are your products 508 compliant? 4.What additional hardware and/or software is needed for proper performance? 5.Does this company offer a turn-key solution, server or software to capture template instruments and document in an electronic health record? 6.Are there earlier versions of this product that are no longer support by this company? 7.What type of technical support and client training is offered for this product? Does it require an additional fee? 8.Are there any server compatibility issues with your solution? 9.Can your solution work on a multi-platform network (i.e. can this solution integrate with electronic health records across all VA Medical Centers?) 10.Is your solution capable of applying analytic software (i.e. SPSS) to develop a flexible, dynamic Decision Support System capable of producing patient level, cohort level, and program level reporting solutions? 11.What is the optimal server platform and web connectivity for your solution? 12.Have you developed other solutions for systems with large integrated electronic health records?
