- This is a Pre-Solicitation/Notice of Intent Synopsis for a sole source noncompetitive award to Leica Microsystems, Inc., Buffalo Grove, IL for the Upgrade of the Existing MPFM/Confocal Microscope (Leica SP5 Multiphoton/confocal). The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the Laboratory of Cardiac Energetics DIR / Hematology Branch intends to negotiate and award a purchase order on a sole source noncompetitive basis for the upgrade of the existing MPFM/Confocal microscope (Leica SP5 Multiphoton/confocal) to Leica Microsystems, Inc. Buffalo Grove, IL. The purpose of this acquisition is to purchase an upgrade for an existing microscope (Leica SP5 multi-photon/confocal) to enable Coherent Anti-Stokes Raman Spectroscopy (CARS). For many years the Laboratory of Cardiac Energetics (LCE) and Office of the Scientific of the Director, has pioneered aspects of non-invasive imaging using methods including MRI and multi-photon microscopy. Non-invasive imaging allows physiological processes to be followed without disruption of the natural environment of the specimen. Upgrade of the existing microscope will enable longer wavelength CARS imaging as well as Multiphoton Fluorescence Microscopy (MPFM). MPFM is a method which has been well established in all three labs for examining many physiological processes in living tissue. In particular, the combination of these two techniques will allow for the multiphoton excitation of luminescent probes and intrinsic chromophores within tissues, and the excitation and probing of vibrational resonances within specific molecules, using a very specific type of CARS (Coherent AntiStokes Raman Spectroscopy) imaging called Spectral-focusing CARS (SFCARS). Delivery shall occur within 60 days from receipt of award. The basis for the sole source determination is based upon the fact that: Leica Microsystems, Inc. is the manufacturer and sole provider of all components necessary for the upgrade. This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth under FAR Part 13.106-1 (b) and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Classification System (NAICS) code applicable to this requirement is 334516 - Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. This Pre-Solicitation/Notice of Intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being request and a written solicitation will not be issued. The determination by the Government to award a contract on a sole source noncompetitive basis for the upgrade of the existing MPFM/Confocal Microscope (Leica SP5 Multiphoton/confocal) to Leica Microsystems, Inc. Buffalo Grove, IL is solely within the discretion of the Government. Any information received as a result of this Pre-Solicitation/Notice of Intent will be considered solely for the purpose of determining whether to conduct any future competitive procurement. Interested parties may identify their interest and capability for any future competitive procurement by responding to this notice in writing, no later than June 25, 2013 at 11:59 p.m. EST. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement.
