- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911SG-13-T- 1071 and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This requirement is a 100% Small Business Set Aside. The North American Industry Classification System (NAICS) Code for this requirement is 611430 with a corresponding Small Business Size standard of $10,000,000.00. The Mission Installation Contracting Command, Fort Bliss, TX 79916 intends to award a firm-fixed price type contract. Requirement is as follow: CLIN 0001: Emergency Medical Technician - Paramedic Training for 21 students in accordance with attached Performance Work Statement (PWS). The awarded contract will be a firm Fixed Price Single Award Type. The Contractor shall furnish everything required to perform this contract in accordance with all its terms and conditions. Subject to approval and availability of funds services shall commence 24 June 2013 through 21 December 2013. CLAUSES: FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items apply to this acquisition. Fill-ins are as follows: 1. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirements; (ii) price; (iii) Past Performance; Technical and past performance, when combined, is approximately equal when compared to price. Award will be made to the lowest priced technically acceptable offeror. Trade-offs will not be used for this procurement. Proposals will be evaluated for acceptability but not ranked in terms of technical acceptability or past performance. Applicable ratings for Technical Capability are as follows: Acceptable - Meets Government's requirement Unacceptable - Does not meet the Government's requirement. (ii) Price - offeror's proposed pricing will be evaluated for price reasonableness in accordance with FAR 13.106-3. (iii) Past Performance - Offeror status will be verified through the Excluded Party List System at https://www.epls.gov/, and Past Performance Information Retrieval System at https://www.ppirs.gov/. (b) In accordance with FAR 52.212-1(g), the Government intends to award without discussions. It is the Government's intention to award without discussions. Offerors are encouraged to present their best mission capability quote and prices in their initial submission. However, IAW FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and offerors notified. The competitive range may be limited for purposes of efficiency IAW FAR Part 15.306 (c)(2). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items.
