- PROJECT SCOPE: The contractor shall provide all labor, materials, tools, equipment, supervision and all items necessary for the renovation of the Skylark Bowling Center Bldg 6476. All work shall be accomplished in accordance with all applicable codes and standards compliant with OSHA requirements, applicable standards of the National Fire Protection Association (NFPA) and in accordance with Lackland Air Force Base. There are no government furnished materials, labor, equipment, tools or supervision under this contract. All materials and components removed under this contract, and not indicated for reinstallation, shall become the property of the contractor for proper disposal off Lackland AFB. The work required to be performed by the Contractor consists of, but is not limited to, the following: The word "provide" as used in these documents shall be understood to mean supply and install. Demolition: a. Remove suspended acoustical ceiling system in the following areas, bowling lane, bowler approach, bowler seating, concourse, side vestibules, control desk, and entry area. See attached building floor plan. Lighting, fans, and other items, removed to install the new ceiling system, shall be reinstalled at the new ceiling to match original construction, and with electrical connection. b. Remove and store furniture items attached to the floor, lockers, and other items before demolition of the floors. Upon completion of the floor tile, reinstall those same items at the location where they were removed. All furniture shall be re-installed and remain in original condition. Contractor shall document original condition by photographing furniture prior to removal. c. Remove vinyl composition floor tile in the following areas, bowler seating, concourse, side isles adjacent to the bowling lanes and approach, side vestibules, and the control desk. Remove carpet at ramps on the side isles, and at entry vestibule, and entry. Mastic under tile and carpet contains asbestos. It will be the contractors responsibility to properly abate the areas containing asbestos. New Work: a. Provide 2' x 2' suspended acoustical ceiling system in all areas where it was removed, bowling lane, bowler approach, bowler seating, concourse, side vestibules, control desk, and entry area. Ceiling height shall match existing. See attached building section for ceiling height. Acoustical tile shall be mineral fiber 5/8" thick, with tegular edge. At the higher ceilings located primarily in the bowling lane, bowler approach, bowler seating, and concourse, the ceiling grid and acoustical tile shall be black. At all other locations, the ceiling grid and tile shall be white. b. Provide 1'x1' floor tile that has luminescent qualities, activated under certain light conditions, in all areas where tile was removed. c. Where carpet was removed, provide carpet tile with the following qualities: 1. Construction: Loop pile and tip shear, cut and loop pile only 2. Weight: Minimum: 24 oz./square yard 3. Density: Minimum: 5,000 4. Pattern: Multi-color bold tweed or a random subdued design in medium to dark tones; may use solid color borders, medium to dark tones only 5. Underlayment: None 6. Installation: Direct glue, quick-release installation d. Provide metal transition strips where carpet meets the tile. Upon award of contract the government shall issue a construction Notice to Proceed (NTP) to the Contractor. Changes to requirements may be submitted prior to award by contractor for value engineering purposes. Any recommended changes shall be evaluated by the Government and any approved changes prior to award shall be issued by the Contracting Officer. The Contractor shall investigate and comply with all applicable Department of Defense (DoD) criteria, Air Force regulations, equipment specifications, handicap accessibility requirements, life safety codes, fire safety codes, asbestos and lead-based paint abatement requirements and local, state and JBSA Lackland criteria in order to perform the services. Period of Performance and Magnitude: The magnitude for this requirement is between $250,000.00 and $500,000.00. The period of performance is 106 days for construction. SET ASIDE: HubZone NAICS Code: North American Industry Classification System (NAICS) code. The applicable NAICS code for this acquisition is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $33,500,000.00. BID BOND: In accordance with FAR 52.228-1 Bid Guarantee an original bid bond must be submitted with your bid package to be responsive. The amount of the bid guarantee shall be 20% of the bid price or $3,000,000.00, whichever is less. Bids are due on 2 Augest 13 (Estimated) no later than 1:00pm (CST). Pre-Bid Conference / Site Visit is PENDING and will be scheduled at a later time (will be posted on FBO once scheduled). This will be a one-time site visit. Vendors not attending this site visit will not receive access to the site after this visit. Location: 802D Contracting Squadron 1655 Selfridge Ave, Bldg. 5450, (Legacy Room), JBSA Lackland, TX 78236. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or.exe.), and / or AutoCAD. More information concerning these viewers can be found on the FBO website. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award.
