- Solicitation Number: F13PS00567 Notice Type: Pre-Solicitation Notice Synopsis: The U.S. Fish and Wildlife Service, Region 5, will be issuing a Request for Proposal (RFP) to the FedConnect website (located at: https://www.fedconnect.net/FedConnect/Default.htm) for the purchase and delivery of miscellaneous Bulk Fuels. Region 5 encompasses thirteen (13) states within the Northeast Region of the United States (Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey, Pennsylvania, West Virginia, Maryland, Delaware and Virginia). Solicitation F13PS00567 is for the following requirement: Three (3) bulk fuels for the Iroquois National Wildlife Refuge (NWR), located at 1101 Casey Road, Basom, NY 14013: 1. Bulk Unleaded Gasoline; 2. Bulk No. 2 Heating Fuel; and 3. Bulk On-Road Diesel Fuel. Detailed information, delivery requirements and/or specifications shall be listed within the Solicitation. The Solicitation documents and incorporated provisions and clauses can be found at the following websites: 1. FedBizOpps (website: https://www.fbo.gov), and 2. FedConnect (website: https://www.fedconnect.net/FedConnect/Default.htm) and shall be available on or about July 12, 2013. This is a 100% Small Business Set Aside procurement. The NAICS code for this procurement is 424720 with a size standard of 100 employees. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The Government intends to award a Base plus Four Option Year contract resulting from this Solicitation to the responsible offeror(s) whose offer conforming to the Solicitation presents the best value to the Government, price and other delivery factors considered. Multiple fixed-price contracts may be issued resulting from this Solicitation. Solicitation package number F13PS00567 will include the Solicitation Forms (SF1449), Statement of Work and other attachments as required. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM website can be found at https://www.sam.gov. The eventual successful offeror(s) shall be required to submit their invoicing electronically against the U. S. Department of the Treasury's Invoice Processing Platform System (IPP), located at: https://www.ipp.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database. Along with the documentation required in the solicitation, the offerors shall submit documentation with their proposal package of three (3) past performance projects completed in the past three (3) years that demonstrates their qualifications, such as experience of the company in making deliveries of similar volumes, meeting equivalent delivery schedules for like materials on contracts of a similar type, size, scope & complexity.
