Description
The United States Department of Interior (USDOI), Bureau of Reclamation, in collaboration with the Utah Reclamation Mitigation and Conservation Commission (URMCC) intends to seek services to migrate the existing electronic library system (ELS) from Windows 2003 32-bit server and Oracle database to the Reclamation mandated Windows 2008 64-bit server. The primary software composing the ELS is IBM Content Manager, the content repository, and IBM Document Manager, the user interface. URMCC's ELS shall also join Reclamation's Active Directory Domain when migration to the new server is made. Currently, there are approximately 6,000 documents in the ELS: consisting of compound document links, workflow and PDF renditions. It is anticipated that the majority of the work shall be done remotely, but travel at the beginning of the project may be applicable. This will familiarize the contractor with the ELS system infrastructure, Reclamation's Active Directory, software installation requirements, and protocols. The contractor shall take the necessary steps to be able to access the government virtual private network (VPN). This requirement is being completed as a FIRM FIXED PRICE, TOTAL SMALL BUSINESS SET-ASIDE and has been determined to be classified under the North American Industry Classification System (NAICS) code 541511 - Custom Computer Programming Services, with a size standard of $25.5M. The Government intends to acquire these services using FAR Part 12 Acquisition of Commercial Items and the Simplified Acquisition Procedures set forth in FAR Part 13. Reclamation plans to issue a Request for Written Quotes (RFQ) number R13PS40039, not later than July 1, 2013, electronically at National Business Center (NBC) Ideas-EC (https://ideasec.nbc.gov/j2ee/login.jsp). To obtain the solicitation and/or amendments/updates for this project, contractors shall download it from NBC Ideas-EC. Contractors are required to register or update their registration within the System for Award Management (SAM) website at www.sam.gov/portal/public/SAM/ in order to receive a contract award under this solicitation.
