Description
AMENDMENT TO SOURCES SOUGHT NOTICE: Amendment made to hours of work each day. Hours of work each day is changed from 4 hours to 6.5 hours performed each day Monday through Friday excluding holidays. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The NCO 19 Rocky Mountain Acquisition Center, 4100 E. Mississippi Ave, Glendale CO is performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; GSA/FSS schedule holders; or (3) Small or emerging small business; firms to set aside a single award contract. The Government will use responses to this notice to make to appropriate acquisition decision. The contractor shall provide management, supervision, personnel, back-up staff replacement, equipment, and supplies necessary to provide UNARMED, UNIFORMED GUARD SERVICES as described herein. As a non-personal services contract, these personnel are not to be considered VA employees for any purpose. Contractor retains all control over personnel and responsibility for direct supervision. Contract personnel may not supervise VA staff, but may provide direction and instruction as required by duties. Daily activity is monitored and managed by the Contracting Officer's Representative (COR). 1.SECURITY SERVICE REQUIREMENTS: A.Contractor shall provide security guard service which includes, at a minimum, one (1) approved officer licensed in the State of Utah from Monday through Friday, 08:00am through 2:30pm (6.5 hours), excluding Federal Holidays or as determined by the Director. B.Safety Services and Miscellaneous Service. a.Provide a physical security presence during the business hours of 08:00am through 2:30pm (6.5 hours), Monday through Friday; excluding weekends and Federal holidays. b.Check identification, as necessary, to verify employee or visitor status. c.Maintain a list of personnel who have been denied access; be familiar with the contents of the list (this list is not for public dissemination or viewing). d.Validate visitors and vendors requesting entrance into the building via a phone call to the authorizing employee. e.Direct visitors to the appropriate office. f.Assist with the orderly evacuation of the building in emergencies in accordance with the Occupant Emergency Plan and with bomb searches within accepted policy. g.Performa security sweep of the building at least every two hours. h.Direct individuals responding to any alarm, i.e. activated fire or duress alarms or emergency situations. Coordinate as necessary with the VA police. i.Coordinate all building security matters as required with the VA police. j.Provide escort on an as required basis for patients who have behavioral flags during scheduled appointments. k.Provide foot patrols to deter criminal and disruptive behavior, building a perimeter security, along with being watchful for fire and safety hazards. Coordinate with the local Law Enforcement and the VA Police as necessary to ensure the safety of employees and visitors. l.Coordinate all law enforcement matters, i.e. arrests, emergency response, etc. with the VA Police. All interested firms who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities, geographic location and indicate which small business category for which they qualify to the Contract Officer Steven R. Gardner no later than 1700 (5:00 P) (Mountain Time), Friday 28 June 2013. The NAICS Code 561612 is applicable to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $19.0 M. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
