Description

The draft BOA will not be posted to either the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ or the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. If an interested party wishes to see the draft BOA, a copy will be made available upon request. Crane Division, Naval Surface Warfare Center intends to issue a Basic Ordering Agreement (BOA) N00164-13-G-GR07 on a sole source basis to Communications and Power Industries, LLC, 811 Hansen Way, Palo Alto, CA 94304-1031 for the engineering support for the SDR, CWI, NULKA, Klystron, Power Grid Tube/Tetrode and Government Furnished Equipment accountability and repair. The anticipated total value of this action is $12,400,000.00. The BOA will be placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). The ordering period of the BOA is five years. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency ™s requirement through any other source. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. This synopsis is issued to advertise the BOA and requirements that will be met through orders placed under the BOA for a one year period. The Contractor must be registered with the Central Contractor Registration database, located at www.ccr.gov.
