- Description
- The U.S. Geological Survey (USGS), Western Ecological Research Center (WERC), has a requirement for study of the ranging behaviors of Main Hawaiian Island (MHI) seabirds. Participants in this study require approval under the Endangered Species Act by U.S. Fish and Wildlife Service and permission by the Hawaii State Department of Forestry and Wildlife (DOFAW) based on demonstrable experience and technical expertise handling protected seabird species (e.g., Wedge-tailed Shearwater, albatrosses, boobies and tropicbirds). Tri-isle Resource Conservation and Development, Maui, Hawaii is, to the USGS's knowledge, the only known source with the necessary research background involving multiple Hawaiian seabird species, and is authorized under federal banding and auxiliary marking authority to attach tracking devices to these species. Therefore, the government intends to award this requirement noncompetitively in accordance with FAR 13.501 to Tri-isle Resource Conservation and Development, Inc. Other interested concerns having the ability to meet the USGS requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 0700 Pacific Time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, solicitation G13PS00489 will be made available to Tri-isle Resource Conservation and Development on or about 06/26/2013. This notice and any resulting solicitation or purchase order conforms to the requirements in place through FAC 2005-66, effective 01 Apr 2013. NAICS 541712, Biology Research & Development Lab or Services for which the associated size standard is 500.
