- Changes to Solicitation The 380th Expeditionary Contracting Squadron intends to solicit, negotiate and establish Blanket Purchase Agreements (BPAs) for Heavy Equipment Vehicle Rentals in accordance with (IAW) FAR Part 12 and 13. Offerors are responsible for obtaining the Request for Quote (RFQ), amendments and any other documentation from the Federal Business Opportunities (FBO) website. Paper copies will not be available. This announcement constitutes the only solicitation; a price list is being requested and a written request for quotation will not be issued. A BPA is not a contract but is an agreement that establishes the Price and Terms & Conditions of future orders/calls. Please see the attached Price List for required items and BPA Terms & Conditions. The proposed Price List will be incorporated into the BPA and used to calculate the price of future orders/calls. Only Firm Fixed Price offers will be considered. Offerors will be evaluated on Price IAW 52.212-2. The Government reserves the right to establish one, none or multiple BPAs with vendors of the most advantageous offers to the Government. Future orders/calls will be competed amongst those vendors whom the Government establishes BPAs with. This RFQ is number FA5706-13-Q-0010 for reference. Incorporated provisions and clauses are those in effect through the FAC 2005-66, DPN 20130606 and AFAC 2013-0327. Vendor selection will be based on Lowest Price Technically Acceptable (LPTA). The following factors shall be used to evaluate offers: Price and technical acceptability. When combined, price and technical acceptability are approximately equal. All responsible sources may submit an offer to be considered by the agency. Interested parties who believe they can meet all the requirements for the items described in this solicitation are invited to submit, in writing, a complete quote including delivery FOB destination (Al-Dhafra Air Base). Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in the attached Performance Work Statement. Partial quotes will not be received. All offerors should timely notify the Government of any changes in inventory and market availability that may preclude or delay performance of the delivery schedule and any other terms and conditions stated herin. The Government intends to establish the BPA(s) without discussions; prospective offerors are advised to submit their firm's best offer prior to the quote closing date. However, the Government reserves the right to conduct clarifications if deemed to be in its best interest. Provisions and Clauses are incorporated by Attachment.
