- Appendix A SOW 13-3E6C4 SF-1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The NAICS Code is 334413 with a size standard of 500 employees. DPAS Rating is C9E. The reference number is HQ0727-13-R-0003. This requirement is a small business Set-aside for the purchase of one (1) Acid Decapsulation Tool for use at Defense MicroElectronics Activity (DMEA), 4234 54th St, McClellan, CA, as well as associated warranty, manuals, installation, and training. The Contractor shall provide one (1) Acid Decapsulation tool which shall expose the die while preserving the normal operation of the die, bond wires, and bond pads to include Electrostatic Discharge (ESD) protection of the die. Chemical etching should also preserve the samples made of any combination of copper, aluminum and gold wires and bond pads. The Decapsulation Tool shall allow the user to setup chemical ratios, temperature, etch time, and rinse time for an automatic decapsulation process. The Decapsulation tool shall automatically separate each chemical waste into a separate hazmat storage bottle. These hazmat bottles shall reside in their own storage units. These hazmat bottles shall be included in the purchase of the equipment. The Decapsulation Tool shall also meet the specifications listed in Appendix A. The contractor shall provide technical documents for the Acid Decapsulation tool, to include the following items: user manuals, troubleshooting procedures, and in-depth maintenance procedures. Delivery and installation are requested 30 days after receipt of an order. FOB point is Destination. The contractor shall deliver, install and verify correct operation and calibration of the equipment in accordance with the security provisions listed in paragraph 3.6 of the Statement of Work (SOW). The contractor shall provide hardware and software warranties of the equipment provided for a period of no less than 2 years following tool installation. The contractor shall provide on-site maintenance of the equipment provided, including the repair or replacement of any and all defects that affect the intended operation of the equipment. The hardware warranty shall include repair/replacement for: • Defects in materials and workmanship • Dust, internal overheating, internalhumidity/condensation • Power surge/fluctuations This solicitation will result in a firm fixed-price contract containing the following contract line item number(s): 0001 Purchase of Acid Decapsulation Tool, and Warranty 0002 User/Technical Manuals 0003 User Training 0004 Installation The contractor shall provide on-site familiarization training at DMEA for the items delivered. Provided training shall accommodate no more than 5 students for a minimum of two business days. The contractor shall provide advance notification prior to conducting any on-site inspection, installation, training, repair or maintenance. The DMEA point of contact will submit a visit request to the DMEA Security Office, for any contractor or subcontractor that requires access to a DMEA facility. This visit request must be submitted in no less than 3 business days before performance on site. All installation and maintenance work shall be performed by US citizens. Prior to being allowed entry, contractor personnel shall provide proof of citizenship in accordance with the DMEA visitor approval process in effect at the time the visit is requested. During periods of exceptionally heightened security, additional advance notice and background investigations of contractor personnel may be required prior to gaining entry into DMEA. The contractor shall provide a proposal including product brochures and technical data for all equipment proposed, warranty, installation and training timeline, and a listing of the manuals to be provided. The Government will award a contract resulting from this solicitation to the small business responsive, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
