Description
The Bureau of Land Management (BLM), California State Office is issuing this combined synopsis solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-67, dated June 21, 2013. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 111940 Hay Farming; small business size standard $0.75 million. BLM, Ridgecrest Wild Horse and Burro corral facility has a need for 200 tons of small, medium, or large bales of clean meadow grass or orchard grass (no Bermuda grass) for animals, delivered between July 1, 2013 and September 30, 2013. The Grass hay shall be cut with crimper and baled with or 3 strands of RAT and rot-proof twine; Grass hay small bales shall NOT: exceed 120 pounds per bale; be less than 90 pounds per bale; be ragged, have varying lengths, have wires or twine of unequal tension, or, be broken; consist of bales that are on top or bottom of stacks stored outside; be rain damaged. Grass hay medium bales shall comply with all items listed for small bales except they shall NOT exceed 1,200 pounds per bale; be less than 700 pounds per bale. Grass hay large bales shall comply with all items listed for small bales except shall NOT exceed 1,800 pounds per bale; be less than 950 pounds per bale. Tonnage shall be established at the Contractor's facility prior to shipment, and confirmed in writing: a. Total weight (per ton) shipped by the Contractor shall be confirmed at destination (Ridgecrest, California); b. A State Certified Weight Ticket shall be provided to the Contracting Officer's Representative (COR) at destination. The COR will use weigh tickets to verify the tonnage shipped prior to inspection and eventual acceptance of each shipment. The Contractor will be reimbursed for the actual quantity shipped. Delivery shall be made between the hours of 7:00 a.m. and 4:00 p.m., local time, Monday through Friday, excluding weekends and national holidays. Hay shall be delivered to: USDI, Bureau of Land Management, Ridgecrest Wild horse and Burro Corral Facility, 3647-A Randsburg Wash Road (4 miles East of Ridgecrest, CA on Randsburg Wash Road). The Contractor shall be responsible for unloading and stacking the hay bales in designated areas at the Ridgecrest corral. The bales shall be stacked not less than 8 tiers high or more than 13 tiers high. All bales placed on the ground need to be on edge, to reduce hay loss.
