- Source Sought This Request for Information (RFI) N00024-13-R-2218 is issued in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the availability of a Fiberglass Patrol Boats possessing the characteristics listed below. The boats must be new construction, but derived from proven designs previously built by the contractor. Existing boats or conversion vessels will not be considered. The boats will be procured to support a variety of Foreign Military Sales (FMS) programs, with potential for worldwide operation. All information, data, and drawings submitted in response to this announcement will be considered śopen source ť and available for unlimited public distribution. As such, all information must be received without restrictive markings. Do NOT submit proprietary data with the information provided. Do NOT submit any information that is classified or improperly marked as classified information (please note that this includes marking a document with the term Confidential). The boats are required to support a variety of missions. Examples include (but not limited to): maritime/riverine security missions and training of personnel for deployment. Intent is to procure the six (6) 27 ™ fiberglass patrol boats with twin Yamaha 200 HP gasoline outboard engines. All dimensional requirements are approximation. NAVSEA is seeking responses from contractors that can provide the boats which meet the following notional characteristics and requirements: (a) All 27 ™ patrol boats with twin Yamaha 200 HP gasoline outboard engines boats must be new construction, but derived from a proven hull design. Existing boats or conversion boats will not be considered. (b) Each boat will be installed with one (1) weapons stand forward and two (2) stands port and starboard behind the coxswain station. The forward weapon stand tripod and structure is sized to accommodate up to a.50 cal machine gun with cradle while the side-mounted weapons can carry up to a 7.62 mm machine gun with cradle. (c) Each boat must have strength fittings for hoisting and towing. (d) Each boat must be fitted with sufficient flotation material to achieve level flotation after swamping and/or flooding of the interior of the hull. (e) Performance: Fully operational in Sea State 2, and survive Sea State 4 (minimum headway) What to submit: Interested sources are encouraged to submit a single compact disc (CD) containing the following: 1. A cover letter containing the following: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. 2. A summary specification that describes that the boats being offered are of existing designs that meet the above listed requirements. All offered boat characteristics (including molded length, length overall, beam overall, and draft) should be identified. 3. Provide the rated performance of existing designs, and including maximum payload rating (including maximum crew/passenger complement) 4. General Arrangements and Outboard Profile drawings 5. A description of the company ™s recent relevant experience; 6. Estimated total construction time from start of construction to delivery at the builder ™s facility; 7. Estimated unit and total price for six boats.
