Description
NASA/JSC is hereby soliciting information about potential sources to manufacture an INITIATOR DEVICE. The purpose of this solicitation is to find capable vendors that currently produce commercial initiator devices that can function at -420F firing test. NASA Johnson Space Center is looking to test current commercial initiator capabilities to gauge technical competence and market responsiveness. The Engineering Directorates Propulsion & Power Division is requesting up to a maximum of four (4) sample initiators to be submitted to: NASA Johnson Space Center, Transportation Office Bldg. 420, Remit to: Richard Dean/ EP6, 2101 NASA Parkway, Houston, TX 77058 If initiators cannot be provided for testing, please submit the company capability statement in accordance with the information listed below. Please notify NASA in your response whether initiators can be provided by July 12, 2013. The initiators shall be submitted on or before July 12, 2013. This firing test will occur on site at NASA Johnson Space Center.The testing of the current commercial initiators will be used to determine if there is an alternate vendor that is technically capable to produce an the NASA Standard Initiator which has stringent technical requirements such as functioning under a -420F firing test. A report will be submitted back to the vendor within a month of submitting the sample notifying if the initiator passed or failed the -420F test. The National Aeronautics and Space Administration (NASA) Johnson Space Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for manufacturing an initiator. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 3 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, or any category of small business, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. All responses shall be submitted via email to Ashley Harral at ashley.e.harral@nasa.gov no later than July 2, 2013 informing NASA of the intent to supply an initiator by July 12, 2013.
