- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE OF WORK 1. General. This is a non-personal service requirement. This is a requirement for FOG MACHINES and SERVICES for a military exercise. 2. General Requirements: Contractor shall provide all equipment, supervision, services, materials, tools, and supplies required to maintain the FOG MACHINES required for the Vibrant Response 13-2 exercise that will be conducted during July and August 2013 based at Muscatatuck Urban Training Center (MUTC) in Butlerville, IN. The FOG MACHINES are to provide realistic visibility reducing conditions during a military training exercise that is simulating a man-made disaster. The smoke will be expected to provide vision-reducing conditions in an outdoor environment that is not less than the size of a football stadium and that is open to the wind and other elements. 3. All required equipment and personnel must arrive, be prepped, and fully operational at the exercise site no later than Noon EST on 25 July 2013 in order to (IOT) be prepared to test and rehearse the FOG effects on location on 26 July 2013. The FOG conditions for the Exercise will start on or about 30 July 2013. The exercise is expected to end on 23 August 2013. The expected daily hours of operation for the FOG MACHINES are 0600 to 1800 EST during the exercise period. Times may be extended or shortened as required to meet the training objectives as determined by exercise control personnel. 4. Equipment, Services, and Materials are to include following: a. 15 FOG MACHINES each capable of producing at least 4,000 cubic feet per minute of water-based smoke. Machines are to be electrical-powered. Machines are to have at minimum 50' electrical cords to access more remote power; b. At minimum, one (2) technicians to place, fuel, and operate, and maintain the FOG MACHINES. Expect MUTC personnel to assist in the operations and logistical support for the FOG once they arrive, are placed, and the exercise period begins. d. Travel, per diem, accommodations, and an on-site mode of transportation in the form of an all-terrain vehicle for the technicians' on-site movement during the exercise. e. Fog fluid WILL BE PROVIDED to the contractor and be on site at MUTC prior to the contractor's arrival. f. The technicians should bring sufficient parts and tools to repair the contractor machines and assist in repairing machines owned by MUTC. Parts should include at least 35 each empty 5 gallon jugs which can be filled with fog fluid and staged next to the operational machines. 5. All delivery, pick-up, service, and maintenance charges are to be included. 6. During the exercise dates, all exercise sites are expected to be closed, gated sites. All contractor vehicles must stop at the gates for identification purposes and should expect to be escorted by military or security personnel during all drop-off, pick-up, and service trips. 7. A military point of contact (POC) and contact number for the POC for the purpose of the delivery and shipment of the FOG MACHINES will be provided for each exercise site prior to the arrival date. Once the exercise begins, a daily exercise venue schedule will be provided upon arrival at the exercise site. Once the exercise begins, a daily exercise venue meeting with Operations personnel can be expected, usually in the morning. 8. A POC for the Contractor and a 24-hour contact number must be provided during the exercise for use by the MUTC Logistics POCs. The Contractor POC will be used to communicate when services are required on the FOG MACHINES during the exercise dates. Any and all equipment failures must be corrected or the equipment replaced by the technicians within 30 minutes of initial contact to the Contractor POC. 9.
