Description
Justification SOW This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC) Critical Care Medicine Department (CCMD) intends to solicit a quote and enter into firm-fixed price of quantitative analysis of blood samples from an ongoing pre-clinical study with Aferrix Ltd. The Applied Physiology Lab in the Critical care Medicine Department has an approved protocol to investigate the effect of the duration of blood storage for transfusion on outcome in a model of critical illness. This is of particular importance in the critically ill patient where recent studies a worsened outcome with older blood. A component of the blood, which could identify on the mechanism involved in the differential effects of aged blood, is non-transferrin bound iron (NTBI).The results of this study could profoundly affect the way blood banks manage storing blood, it ‘s critical that are confident in a study result. After a thorough search in the literature and local specialty diagnostic companies, Afferrix Ltd was found to be the only entity, which has a validated assay and reproducible method for performing quantitative blood sample analysis in the United States The period of performance is 12 months with an option of up to four (4) one year option period. The deliverable Services will be ordered as needed with the estimated yearly amount NTE $15,000. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Priscilla Abalos, Contract Specialist, Priscilla.abalos@nih.gov by the due date and time marked in this notice.
