- THIS IS A NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention(CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) intends to solicit a single source and award a firm fixed price Indefinate Delivery/Indefinate Quantity to Biosearch Technologies Inc. in Novato, CA, in accordance with FAR Part 15 - Contracting by Negotiation, FAR Part 12 - Acquisition of Commercial Items, and FAR Subpart 6.3 - Other Than Full and Open Competition. The purpose of this procurement is to to obtain real-time PCR primers and probes, in a dried/lyophilized format kits, for use by CDC's Laboratory Response Network (LRN). In addition, Black Hole Quencher (BHQ) is the only know technology that meets the required chemistry requirements and FDA regulatory regulations.. "Black Hole Quencher" and "BHQ" are trademarks of Biosearch Technologies, Inc., and are not available through any distributors or resellers. The anticipated Period of Performance is 60 months from date of award. CDC anticipates soliciting and negotiating with only one source under the statutory authority 41 U.S.C. 253(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Biosearch Technologies Inc. is the only known source available to provide the supplies that meet mission critical requirements. The associated NACIS Code is 334516. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. Interested organizations may submit their capabilities/qualifications statement to perform the effort, in writing to Mrs. Sharon Cunningham via email at cux0@cdc.gov with the reference number (00HCVLGE-2013-58487) referenced in the subject line, no later than 2:00 pm Eastern Time, July 5, 2013.
