Office Address NASA/Goddard Space Flight Center, NASA Headquarters Acquisition Branch, Code 210.H, Greenbelt, MD 20771 Description NASA Headquarters is soliciting information regarding potential sources to support the Environmentally-Driven Risk Reduction Contract. Information obtained will be used to assist NASA Headquarters in determining what sources are available that have the required capabilities to support this program and are interested. NASA Headquarters requirements include, but are not limited to, the following: Agency-wide support for the management of environmentally-driven risk to mission. This will involve material and process engineering, feasibility and risk assessment, program and project technical and business management, information management and administrative support services. This work will assist the Government in managing those risks in both programmatic and infrastructure realms. The Government has a significant investment in this Program and has made commitments to internal and external entities that hinge on the successful completion of current projects. These efforts are in direct support of NASA systems programs and other Government programs and strategies.The objective of this effort shall be met by fostering technology innovation, encouraging new approaches, and working together with NASA, Department of Defense (DoD), other Government Agencies and international partners. The Contractor shall provide specialized technical and management expertise to NASA Centers, field installations, and NASA Headquarters in relationship to all areas of this contract and to meet the requirements of existing Federal Government and NASA policy. Additionally, the Contractor is expected to use its expertise to provide specialized support in facilitating breakthrough analysis, new technology and continuous improvement of processes within the NASA facility. The contractor is expected to apply cutting edge industry best practices to each specific area that will improve current technical and management practices for this contract. Respondents must demonstrate capabilities, expertise and experience within the last three years in all the following functional contract elements as described below. These contract functions include: TEERM Support, Remediation Technology Collaboration Development, Energy and Water Management, Energy and water data review, analysis and reporting, Provide Program Management support, Environmental and Energy Functional Review (EEFR) Support, Programmatic Environmental Assurance Support, Green Engineering Advancement. FUNCTION 1 TEERM Support The purpose of Core support is to provide engineering, technical and administrative support to the NASA Technology Evaluation for Environmental Risk Mitigation Principal Center (TEERM). This core support effort provides Agency-wide support as specified in the areas of material and process engineering, feasibility and risk assessment, program and project technical and business management, information management and administrative support for the development, planning, integration and execution of project opportunities that reduce or eliminate NASAs environmentally-driven risks. The objective of this effort shall be met by fostering technology innovation, encouraging new approaches, and working together with NASA, other Government agencies, industry, and international partners. The Contractor shall provide the following: The resources to assist the Government in TEERM execution and development. Expertise to assist the Government with strategic planning in order to sustain and expand the program in order to achieve maximum benefits. Maintenance and expansion of the TEERM professional network. This includes regularly contacting current stakeholders to ensure their requirements are being met and to gain understanding of future needs. The contractor must be knowledgeable of emerging technologies and be able to evaluate their pertinence to the needs of TEERM. It is anticipated that the upcoming international agreement will involve certain ongoing basic operating essentials and be supplemented by projects that will proceed through the standard project cycle much like TEERM. The basic operating essentials will consist of the day-to-day coordination with ESA and an annual workshop that alternates between domestic and European sites. The contractor shall assist NASA with the Agreement operation including activity expansion as mentioned above. FUNCTION 2 Remediation Technology Collaboration Development The contractor shall establish and maintain the capability to specifically target reductions in the long-term liability associated with NASAs most challenging remediation sites.This will be accomplished through maintaining a baseline of deployed site remediation processes/conditions, researching potential site applicable emerging technologies while simultaneously looking for similar situations where these emerging technologies could be used, and then pursuing the most promising of these situations with directed research, bench studies, pilot studies and demonstration projects. This will provide an independent resource within TEERM that would provide independent assessment of the conditions and technologies. (Independent from the viewpoint that TEERM is not responsible for any remediation implementation). Risks addressed are associated with the long-term environmental liability which includes cost, schedule and demonstration of support for technical impractibility waivers where warranted. FUNCTION 3 Energy and Water Management The contractor shall provide support in the field of Agency energy/water program management. This work will assist the Government in meeting its requirements as mandated by external federal requirements and NASA policy to support the NASA mission ensuring energy and water security. FUNCTION 4 Energy and water data review analysis and reporting The Contractor shall support calls to Centers for input via NASA Environmental Tracking System (NETS) or other means and drive Centers to timely completion on data collection including but not limited to: Annual DOE/CEQ Energy/GHG Data Inventory Workbook Annual NASA budget exhibit (NETS) Semiannual data input to DOE Compliance Tracking System (CTS) Semiannual data input into Portfolio Manager Quarterly consumption and cost (NETS) Quarterly and annual square footage, accomplishments, and plans (NETS) Occasional one time data collection The Contractor shall review accuracy of data collected from Centers and coordinate corrections by Centers as needed. In addition, the contractor shall review trends in data collected from Centers and propose changes to energy/water program management to improve support to NASAs mission and compliance with Federal requirements. The Contractor shall author and submit reports in ready to be delivered format, review and verify data provided for reports including but not limited to: Annual energy report and plan to Congress/OMB Annual Report DOE Energy Data Spreadsheet Goal Excluded Building Appendices Annual NASA budget exhibit Annual Anomaly Report Quarterly Anomaly Report Agency level and Center performance charts Center Dashboards (Quarterly / Annually) NASA Sharepoint updates (Quarterly / As needed) Quarterly Management Report Occasional one-time reports FUNCTION 5 Environmental and Energy Functional Review (EEFR) Support The contractor shall provide EEFR On-site support to document the results of the review and draft the report. Findings and center responses are entered into NETS and the contractor shall coordinate the center finding response follow-up to ensure the corrective measures are implemented. Based on that coordination the contractor shall make finding closure recommendations to the NASA Energy Manager. FUNCTION 6 Programmatic Environmental Assurance Support The contractor shall perform the environmental engineering, planning, and technical support required to analyze and review the regulatory interfaces, and impacts to the Agency Programs as identified by the Regulatory Risk Analysis and Communication (RRAC) Principal Center organization at Marshall Spaceflight Center (MSFC). This includes performing systems design analysis for pollution prevention opportunity assessment, environmental risk assessment and management and sustainability analysis. Function 7 Green Engineering Advancement The contractor shall provide design and consulting support aiding NASA in: 1. developing green engineering and design practices in managing, maintaining and operating its facilities and current missions; 2. developing green engineering designs, products, processes and materials to be incorporated into future operations, facilities and missions and 3. assisting in developing a green engineering and design culture throughout the Agency. Interested Offerers having the required specialized capabilities, expertise and experience to meet all the above requirements should submit a capability statement to include the following: a. List of relevant government and/or private sector contracts and subcontracts it has performed, or is performing within the past three years, include point of contact information - name, phone, and e-mail address. Relevant is defined as same or similar to the proposed effort in scope and complexity. b. Discuss your experience and why you deem the experience to be relevant and of value to this requirement. c. Discuss specific lessons learned or best practices developed that are relevant to this requirement. d. The Contractor shall identify innovations and /or new technology that were implemented and are relevant to this effort. Also provide projected cost savings to the government. The Contractor shall identify any award or accomplishment within the last three years that relates to the aforementioned contract areas; provide name, date, type of award; and provide point of contact information for likely verification of stated capability. In addition, respondents shall provide a one-page summary with their capability statement with the following information: 1.Business Information a. Company name and address b. DUNS Number c. Socio-economic classification of company (i.e., small business, 8(a), woman owned, service disabled veteran owned, HUBZone, large business, etc.). d. Size (gross revenue, number of employees in company) e. Number of years in existence f. Company point of contact - name, phone, and e-mail address Capability statement shall not exceed 20 pages, including the 1-page summary. The size standard under NAICS Code 541330 is average annual receipts of 14 million. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential Offerors responsibility to monitor these sites for the release of any solicitation or synopsis.
