- This is a notice of the Government's intent to issue an Invitation bid for demolition and new construction of the Fort Fisher Recreational Area. The demolition includes asbestos and lead-based paint abatement of the existing cottages within the construction limits. This project will be solicited as an unrestricted acquisition. The awarded contract will be for a base award with two optional line items. The options will be exercised at the time of award if funding is available or if not, within forty-five (45) calendar days after the date of acknowledgement of the Notice to Proceed (NTP) by the contractor. The contractor would provide all new site development, including underground utilities, and landscaping. In total the project proposes 20 new buildings comprised of the following: Three buildings, each containing four, one-bedroom units Eight buildings, each containing two, three-bedroom units Eight four-bedroom units A small common building This proposed new construction shall utilize the Structural Insulated Panels (SIP) system for all exterior walls and roofs. The solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation is anticipated to be available approximately July 11, 2013. The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. NOTE: Any prospective Offeror must first register in the System for Award Management (SAM) at www.sam.gov. After completing SAM registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors that have an existing FedTeds account should be able to use their existing login to search for the solicitation number once it is available at www.fedbizopps.gov. Contractors can register to be put on the plan holders list that others can access through https://www.fbo.gov. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation.
