- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to negotiate a purchase order to Partners Inc., 603 Woody St, Missoula, MT 59802 that is supported by a Sole Source Justification and Approval. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a requirement for Health Communication Campaign to Increase the Use of Personal Floatation Devices (PFDs) Among Commercial Fisherman. Draft Scope of Work I. BACKGROUND Commercial fishing is a high-risk industry with most fatalities resulting from vessels sinking or capsizing. However, 30% of fatalities in the US fishing industry result from falls overboard. During 2000-2009, 155 fishermen drowned after falling overboard. None of them were wearing a personal flotation device (PFD). Although the drowning risk is high, most fishing industry workers do not wear PFDs while on the deck of the vessel. There are currently no mandates by regulatory agencies for these workers to wear PFDs. However, wearing a PFD greatly increases the probability of survival. The NIOSH Commercial Fishing Safety Research Team conducted a project entitled, "Reducing Fatalities Due to Falls Overboard." The multifaceted project included both field-work and the development of products including a peer reviewed article, Lucas, DL, Lincoln, JM, Somervell, PD, Teske, TD. Worker satisfaction with personal flotation devices (PFDs) in the fishing industry: evaluations in actual use. Applied Ergonomics December 2011, 1-6. (electronic). The second product is a DVD Man Overboard Prevention and Recovery (DHHS (NIOSH) Pub. Number: 2011-126d). The field study identified which type of commercially available PFD resulted in the highest satisfaction score among fishermen. About 200 fishermen evaluated PFDs during their fishing seasons for comfort and wearablity during deck work. The DVD, developed in cooperation with Alaska Marine Safety Education Association (AMSEA) and Alaska Sea Grant, is designed to help prevent and respond to overboard events. It features interviews with fishermen about experiences with falling overboard, and explains how to successfully recover a person in the water. It also highlights PFDs used in the NIOSH PFD study that were rated by fishermen. Together, these products provide information to allow fishermen to avoid hazards leading to falls overboard and to see protective gear that will aid in the survival of such an event. In fall of 2012, Purchase Order 214-2012-M-53329 was awarded from CDC/NIOSH to create an arresting campaign aimed at promoting personal flotation devices among the salmon gillnet fleet in Alaska, the Bering Sea Crab fleet, and the Dungeness crab fleet in WA, OR and CA. The previous approach was based on the fishing culture which shows that young fishermen tend to follow the lead of the older guys on their boats. Under that purchase order the contractor has completed the photography that will be used in the campaign, drafted public health messages to be used and is in the process of completing the various campaign products including a website, radio scripts, and print media. NIOSH must now test these messages and products in partnership with the contractor with the various groups to finalize the products. II. PURPOSE The purpose of this contract is to secure services to continue to develop a health communication campaign based on this NIOSH research to increase the usage of PFDs among fishermen in the Pacific Northwest. In particular we will be targeting Alaska salmon fishermen, Bering Sea Aleutian Island crab fishermen, and West Coast Dungeness crab fishermen. III. SCOPE OF WORK The Contractor will be required to work closely with NIOSH staff and will primarily be responsible for the continued design and testing of the products identified for the campaign. These may be printed products, broadcast media advertisements or Public Service Announcements and social media messages, or web content. The contractor will facilitate 3 focus groups with fishermen in Seattle WA and Newport OR to test appropriate public health messages. Continue their creative services and public affairs/media relations planning for the respective campaign launches and will also produce examples of campaign materials NIOSH can use to invite partners to participate in the campaign. IV. TASKS TO BE PERFORMED Vendor will: a. Facilitate audience focus groups to choose appropriate channels for each group of fishermen (Bering Sea crabbers, Alaskan gillnet salmon fishermen, Oregon Dungeness crab fishermen). This will include the development of a testing protocol. b. Identify appropriate products and campaign approach for each group of fishermen through their public affairs/media relations talents. They will discuss and advise on dissemination methods and channels including the use of social marketing methods, media placement, and media relations best suited for each specific audience. c. Create/modify artwork and prototypes of each product agreed upon during the development of each campaign. At a minimum there will be a print ad, tradeshow display materials, point of sale display materials, and other health message promotion materials. The vendor will work with NIOSH staff to print final versions of these materials for distribution during the campaign. They will also create an identity guidebook for dissemination to our campaign partners. d. The vendor will coordinate the roll-out of the campaign for each target audience with NIOSH staff, providing assistance in planning public affairs and media relations activities for both NIOSH and campaign partner organizations. Period of Performance: Twelve (12) months ********** This project is supported by a sole source justification and approval to Partners Inc., under authority of FAR 13.106-1(b)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), a purchase order will be issued to Partners Inc., 603 Woody St, Missoula, MT 59802 as the only source.
