Description

PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT TO EXPAND THE COMPUTER ROOM AT THE INFORMATION TECHNOLOGY CENTER LOCATED AT QUANTICO NATIONAL CEMTERY LOCATED IN QUANTICO, VIRGINIA WITHIN PRINCE WILLIAM COUNTY. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA786A-13-R-0106 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Quantico National Cemetery. The contractor shall expand the computer room and install ACRP100 and demo the existing HVAC. Provide all hardware and licenses. Provide all configurations of hardware. Provide professional service and movement of the 80KVA UPS by a manufacturer-certified service representative certified to work on an APC Symmetra PX 80kW UPS system at the Information Technology Center (ITC) building at Quantico National Cemetery. All offerors must supply the full company name, address and telephone number of the manufacturer-certified service representative certified to work on an APC Symmetra PX 80kW with their proposals. The offeror must also supply proof of APC certification. Non-compliance will make the offeror non responsive. PRE-BID MEETING: A pre-bid meeting will be held on July 8, 2013, at 9:00 a.m at the jobsite. The address to the jobsite is 5101 Russell Road in Quantico, Virginia. Offerors will have the opportunity to view the computer room in person as opposed to pictures and drawings. Potential offerors have until 4:00 p.m., the same day, to view the jobsite from the inside. However, the pre-bid meeting itself will be taking place at 9:00 a.m. COST MAGNITUDE: Between $100,000 to $250,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. CONTRACT DURATION: Performance period is 60 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 236220SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible service disabled veteran owned small business responding to this solicitation. It is the intent of the Government to make award WITHOUT discussions. REGISTERATION: All potential Service Disabled Veteran Owned (SDVOSB) small businesses whom intend to bid as the prime on this construction project must be registered in System for Award Management (SAM), Vetbiz and Vets 100 prior to the closing of the solicitation at the following URLs http://www.vetbiz.gov https://www.sam.gov/portal/public/SAM/ and https://vets100.vets.docl.gov. Not only must the winning offeror be registered in Vetbiz but they must be certified by the Center for Veterans Enterprise (CVE) as an SDVOSB prior to award. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation will be released for issue within two weeks, via FedBizOpps. Questions must be submitted in writing. They may be sent via email entitled, "Quantico National Cemetery - Questions" to the Contracting Officer. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer.
