Description

Offer Submission Instructions Vendor Questions 1. Submit questions regarding this solicitation by email only to rosa.rivera3@va.gov. Enter the solicitation number (VA248-13-Q-1989) in the email subject line. 2. Questions will be answered and posted by solicitation amendment on the solicitation site at www.fbo.gov where the solicitation was posted. 3. All questions must be submitted by 6-28-2013. Questions received after this period may not be answered. Offer Instructions and Submission 4. Submit offers by email prior to the solicitation closing date and time listed in block 8 of this SF 1449. Ensure the solicitation number in the subject line. Submit offers to: rosa.rivera3@va.gov. If you would like a return acceptance email for your bid, please indicate that in your email. 5. A fully completed SF 1449 shall be submitted in response to this solicitation inclusive of any amendments posted. If you are also submitting an offer using your own form, the offer must reflect all the information listed on the SF 1449. Evaluation of Offers 6. This solicitation is being issued as a Request for Quote (RFQ), for a firm-fixed price type contract, set-aside for Service Disabled Veteran-Owned Business. The quote providing a fully technically acceptable quote with the lowest price will be selected for order award. Offers shall include any/all additional surcharges in the initial quote. This requirement is inclusive of any single or teaming agreements in support of this order. This is an "all or none" requirement. This is a brand name or equal requirement. In keeping with FAR 52.212-2 Evaluation Commercial items, the Government will evaluate quotes for technical acceptability and price. Technical acceptability will be determined in accordance with the characteristics described in each line item. Exact brand name and model, is considered technically acceptable (no supporting documentation needed for exact items). An "equal" product is deemed technically acceptable if it meets or exceeds the salient characteristics listed in each line item. Failure to meet any one of the salient characteristics will deem the product to be technically unacceptable. Please heed the information in paragraph 6 above regarding providing documentation to support equal products as contained in FAR provision 52.211-6 and VAAR Clause 852.211-73. IAW FAR 52.236-5 Meet or Exceed: For other than brand name, the contractor's suggested product must either meet or exceeds the requested specification. For "like-items" contractor must supply adequate descriptive literature to ascertain compatibility with the information provided on all the line items in this request for quote. Failure to provide adequate descriptive literature is considered a non-responsive submission and will be grounds for rejection of offer (nonresponsive). New supplies/equipment only; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. 7. The Government intends to evaluate offers and award without discussions. Therefore, each initial offer should contain the offeror's best terms from a technical and pricing standpoint. However, the Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary. Teaming Agreement 8. If a teaming agreement is being used to provide quotes, please indicate so and submit a copy of the agreement along with your quote submission. Quotes submitted without this information may be considered non-responsive and eliminated from further award consideration. System for Award Management (SAM) 9. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. Federal Acquisition Regulations require all contractors conducting business with the Government to be registered in SAM Government-wide online database for the provision of basic information relative to contract awards. There is NO fee to register for this site. Entities may register at: https://www.sam.gov/portal/public/SAM/ Award will be made to contractors not registered in SAM. Offerors are encouraged to ensure that they are registered in CCR prior to submitting their offer. Vet Biz Registry: 10. In accordance with Veterans Affairs Acquisition Supplement (VAAR) Subpart 819.70, offerors claiming Veteran status must be registered in the Vet Biz Data base at the time of submission of offers.
